According to experts, Yamal has one of the strongest legislative bases in the country on protection of indigenous peoples. The Governor of Yamal-Nenets Autonomous Okrug Dmitry Kobylkin underlines it in his speech within the forum “Russia. Indigenous ethnic minorities of the North, Siberia and the Far East”, which is currently taking place in Salekhard. As he says, last year several important decisions were taken, such as the laws on reindeer husbandry, fishery, and the Councils of indigenous ethnic minorities of the North were created under every head in municipalities.

“Northern territories have one legislative base, but, for some reasons, some regions quickly go ahead and others run in place. They do not take into account experience of the Federation subjects, which achieved a lot, having formed the regional legislative base by adopting their programs. A delegate of the forum of indigenous peoples of the North, Siberia and the Far East of the Russian Federation, the president of the regional Association of public unions of indigenous peoples of Krasnoyarsk Krai Valery Vengo told about it in a conversation with a correspondent of the news agency “Sever-Press”.

The biggest number of indigenous ethnic minorities lives in Yamal-Nenets Autonomous Okrug and Khanty-Mansiysk Autonomous Okrug.

Experience of these regions will be interesting and useful for all the participants of the forum. The plenipotentiary envoy of the President of the Russian Federation in Ural Federal Okrug Igor Kholmanskikh told about it in Salekhard within the forum “Russia. Indigenous ethnic minorities of the North, Siberia and the Far East”.

On behalf of the President of Russia Vladimir Putin the Deputy Chief of Staff of the Presidential Administration of Russia Magomedsalam Magomedov welcomed the participants of the forum “Russia. Indigenous ethnic minorities of the North, Siberia and the Far East” taking place in Salekhard.

 

The opening ceremony of the international forum “Russia. Indigenous ethnic minorities of the North, Siberia and the Far East” is taking place in Salekhard. 600 guests and invited representatives, including delegates of the 8th congress of the Russian Association of Indigenous Peoples of the North, Siberia and the Far East are participating in it.

Before the forum of indigenous peoples of the North, Siberia and Far East of Russia, the opening of which is taking place today, on the 23rd of March in Salekhard, Greenpeace of Russia sent an official letter to the President of the Russian Association of Indigenous Peoples of the North, Siberia and the Far East (RAIPON) Grigory Ledkov.

 

On the 23rd of March Salekhard is welcoming more than 500 participants and guests from Russian regions and foreign countries.

 

The exhibition-exposition “Wisdom of native word” is taking place in the National library of Yamal within the international forum of indigenous ethnic minorities of the North, Siberia and the Far East of the Russian Federation.

 

The 8th congress of indigenous peoples of the North, Siberia and the Far East of the Russian Federation will take place on the 24th of March within the forum. The president of the Association Grigory Ledkov will present the report about the work during the latest 4 years. The new edition of the charter will be adopted, and the bodies of management for next 4 years will be elected.

The exhibition of national crafts and trades of indigenous ethnic minorities of the North, Siberia and the Far East “The River of Time” was opened on the 23rd of March in the Museum and Exhibition complex of Ivan Shemanovskiy. It is dedicated to the congress of indigenous ethnic minorities.

On the 23rd of March within the forum of Indigenous peoples of the North, Siberia and the Far East a representative of the Saami Council Gunn Britt Retter tells journalists that the council represents Saami people everywhere: in Norway, Finland and Russia.

The participants of the session “Youth of indigenous ethnic minorities – the future of the Russian North” elaborated the project of recommendations with consideration of presented reports.

There are 39 sacred places in Yamal, including 12 of regional and 8 of local significance.
