Safety of the Arctic was discussed on the international conference in Archangelsk

The international conference on problems of prevention and liquidation of emergency situations in the Arctic, including issues of education of specialized personnel for work in northern conditions, took place in Archangelsk. Representatives of the Ministry for emergency situations of Russia, the Ministry for defense, the Ministry for economic development, employees of specialized rescue agencies from countries of the Northern Europe, educational institutions of Russia and Europe participated in discussion of issues of safety in the Arctic.

Yamal was represented by the director of the department of civil protection and fire safety Igor Bulayev and the chief of the Main office of the Ministry for emergency situations of Russia on Yamal-Nenets Autonomous Okrug Arkady Bessonov. Importance of the theme of the conference for Yamal, according to the words of Igor Bulayev, is stipulated with growing oil and gas activity on the shelf of arctic seas. The international forum assists to spread experience in providing of safety in the Arctic region, to develop interregional and international cooperation in the sphere of complex protection of population and territories, as the head of the specialized department notes.
In Yamal within fulfillment of arctic projects it is planned to lay pipeline systems, to drill new wells, what will increase anthropogenic burden on ecological systems of the Kara Sea, the Gulf of Ob and Tazovskiy Estuary and also on ecological systems of territories adjoining to the Arctic shelf. As Igor Bulayev informs, therefore, providing of safe conditions for industrial development of the Arctic and creation of effective system of reaction and liquidation of emergency situations are the priority tasks for the coming prospect.
Special attention on the international forum was focused on the issues of education of qualified personnel for work in northern conditions. The Civil Defense Academy of the Ministry for emergency situations, the Military training and research center of the Navy and other educational institutions of Russia and Europe participated in discussion of this theme.
As we should note, two rescue units ready to oil spills in water areas of rivers were made in Yamal: Yamal paramilitary blowout elimination service and Yamalspas. Liquidation of spills of oil and petroleum products in waters of the Gulf of Ob and the Kara Sea is fulfilled by Murmansk Basin Emergency and Rescue Department. Therefore, human resourcing of specialized services remains a problem that must be solved today, as the press-service of the governor of Yamal informs.
As we should remind, the opening of the Arctic rescue center took place in Arkhangelsk. In total on the coast of the Arctic Ocean it is planned to establish ten rescue centers able to provide integrated security in the Arctic region. The rescue center in Nadym will become the outpost of the Ministry for emergency situations in the Arctic, according to the words of Arkady Bessonov. Its opening is scheduled for 2016.
