Sergey Kharyuchi spoke for creation of the Code of indigenous ethnic minorities of the North

The chairperson of the Legislative Assembly of Yamal-Nenets Autonomous Okrug Sergey Kharyuchi spoke within the international arctic legal forum «Preservation and Sustainable Development of the Arctic: Legal Aspects» in Saint-Petersburg. This information was given to IA «Sever-Press» in the press-service of the regional parliament.
In his report Sergey Kharyuchi marked growing interest of many states in study and exploration of arctic territories. At absence of direct approach to borders of the Arctic, some countries have financial opportunities and advanced technologies for study of northern latitudes. Interest of other countries is exclusively in redistribution of natural resources, and such notions as ecology, animal and vegetal world, and the main thing, life of indigenous population of these lands, have little significance for these countries. Russia is not against partnership in development of arctic territories and supports the idea that the Arctic is territory of dialogue. But, at that, Russia insists that the Arctic should stay territory of mutual respect and mutual responsibility. The Arctic is territory of law, as he says.
In the opinion of the speaker, observation of ecological norms and rights of indigenous population and also other common international standards should become the basic conditions for industrial development of the North. Now both federal legislation and regional normative legal acts widely enough cover and regulate the circle of issues characteristic for northern territories. But the problem is in so that legislative norms are not always fulfilled, as Sergey Kharyuchi notes. Also he underlines the necessity to systematize legislation regulating issues, which touch upon indigenous ethnic minorities of the North, Siberia and the Far East of the Russian Federation. It is possible to take experience of Yamal-Nenets Autonomous Okrug as the basis. The new legal act – the Code of indigenous ethnic minorities of the North can become the result of systematization. As Sergey Kharyuchi notes, the codified act – the Charter about management of indigenous dwellers – acted in the Tsarist Russia. Later it was transformed into the Regulation about indigenous dwellers. Such legal acts do not exist in the modern Russia, as he underlines.
As we should note, the forum was organized by the government of Yamal-Nenets Autonomous Okrug and the Institute of Legislation and Comparative Law under the Government of the Russian Federation.
