The Gaidar Forum 2015 «Russia and the World: New Dimensions» is taking place in Moscow on the 14th-16th of January. It is being conducted by the Russian Presidential academy of national economy and public administration (RANEPA). The participants of the forum will discuss problems of socioeconomic spheres of life in Russia with consideration of new vectors of development of the country and the world.
The participants will pay special attention to analysis of contours of the multipolar world, including issues of financial-economical and social policy, business climate and regional development.
The governor of Yamal-Nenets Autonomous Okrug Dmitriy Kobylkin is working as a moderator on one of key panel discussions within the forum. The discussion is dedicated to issues of the Arctic. It is planned to scrutinize the following themes: if the Arctic is a new area of geopolitical confrontation or a cooperation territory; state policy of Russia on development of the Arctic, its results and prospects; sub-regional integration – northern dimension; mineral and raw material base of the arctic region and prospects of its development; providing of environmental security for the Arctic; sustainable development of arctic territories, a regional aspect – cooperation between the state and the business.
According to the information given to IA «Sever-Press» in the press-service of the governor of Yamal, Dmitriy Kobylkin will present the report on important issues of the arctic theme. Speeches of the following representatives are also planned: the president of the University of the Arctic Lars Kullerud, a member of the board of directors, «Rosneft» Artur Chilingarov, the director of the Institute of legislation and comparative law under the Government of the Russian Federation Taliia Khabrieva, professor of the Russian Presidential academy of national economy and public administration Vera Smorchkova, the executive director of the Institute of the North Nils Andreassen, the senor director for the environment and natural resources global practice at the World Bank Paula Caballero.
It is being expected that representatives of the Federation Council, heads of subjects of the Russian Arctic zone, leading scientific institutes being busy with study of arctic issues, heads of enterprises of fuel and energy complex will participate in work of the panel discussion.
Suggestions for the operative part of the final document of the forum will be formulated by the results of the discussion.
