The Federation Council will conduct analysis of laws about development of the arctic region

The Expert Council in Arctic and Antarctic at the Federation Council will conduct the analysis of normative and legal base regulating law relations on the territory of the Arctic zone of the Russian Federation.
In the opinion of the head of the expert council Vyacheslav Shtyrov, it needs to elaborate three federal laws – about specifics of socioeconomic development of arctic territories of the Russian Federation, about the Northern Sea Route and about spatial territorial and water territorial development of the Arctic zone of the Russian Federation.
Use of water areas was marked as one of the main aspects, for which it needs to elaborate special legal base. Activity connected with social and industrial development of territories on land is regulated with legislation. There is no such legislation for shelves and seas. Though, here there are specially protected natural territories, specially protected sea routes, zoning and others as well as on land. Norway was the first to take the first efforts to elaborate legislation touching upon water areas. It influences on the Russian Federation. The country demarcated its water areas, having announced them specially protected. In the result Russian enterprises lost the opportunity to work in these places, as the senator notes. In this connection, in his opinion, problems of principles of development of sea water areas and shelves appear. As he notes, it needs to come to solving of available issues in the Arctic from different sides and to create such conditions in order there will be no white spots in the arctic legislation, as Vyacheslav Shtyrov says.
Suggestions about perfection of system of state management in development of the Arctic zone will be presented to the government of the Russian Federation on the basis of this analysis, as the news agency «Arktika-Info» informs.
