The government of the Russian Federation gave the right to use preferential duty on oil exports to Novoportovskoye oil, gas, condensate field of the company «Gazprom Neft». The decree on use of the special formula of calculation of the rate on export customs duty towards crude oil being extracted in Novoportovskoye oil, gas, condensate field was published on the official website of the Council of Ministers.
The amount of oil, which can be exported with use of the special formula, is defined with consideration of achievement of the index of internal rate of return of the project on development of Novoportovskoye oil, gas, condensate field for the level 16.3 percent and makes 19 million and 600 thousand tons, as it is said in the document.
Novoportovskoye is one of the largest oil, gas, condensate fields being developed in Yamal-Nenets Autonomous Okrug. Extractable reserves of the field on the category C1 and C2 make more than 250 million tons of oil and condensate and also more than 320 milliard cubic meters of gas (with consideration of Paleozoic deposits).
The field is situated behind the Polar Circle far from transport pipeline infrastructure. Offloading of oil by sea through Mys Kamenniy was chosen as the optimal decision for transportation of raw materials. At the present time oil is transported from the field to the coast along the pressure oil pipeline with the length 100 kilometers and the capacity 600 thousand tons per year. Last summer the infrastructure created in the field and on the coast of the Gulf of Ob allowed fulfilling the first offloading of oil of Novy Port by sea. The new brand of oil received the title Novy Port. By its features it is referred to the category of average density. At that, it contains smaller amount of sulfur (about 0,1) than the Russian mixture «Urals». Industrial exploitation of the field will be started in 2016.
