Designing of the Northern Latitudinal Railway in Yamal-Nenets Autonomous Okrug was completed. The Swedish company Rise Capital is the basic investor of the project. Now the whole project documentation on building of the Northern Latitudinal Railway and working documentation are ready. «We are ready to start building at any moment. The company Rise Capital already paid for all project researches on the main section Bovanenkovo – Sabetta», as the governor of Yamal Dmitriy Kobylkin notes.
On Thursday within the big press-conference the President of Russia Vladimir Putin answered the question on the Northern Latitudinal Railway. As he notes, the port of Sabetta that is being built now (the project of «Yamal LNG») should have good logistics, including railroad one. In the opinion of the President, the new line will remove burden from the Trans-Siberian Railway and the Baikal-Amur Mainline. As he underlines, the issue of budgetary financing of the project requires for additional study, focusing attention to attracting of foreign investors.
According to the words of the governor of Yamal, the bridge across the Ob River near Salekhard is the most problematic part of the Northern Latitudinal Railway. The approximate sum makes 70 milliard rubles. This money was laid into the federal targeted program. Now it is being studied, probably, some changes on financing will take place, as Dmitriy Kobylkin says.
The preliminary cost of the project is evaluated in 190 milliard rubles. Earlier the governor declared that the crisis almost did not influence on the project cost of the Northern Latitudinal Railway. This is one of main advantages of the project – it is evaluated in rubles. Building materials are purchased for rubles, made by domestic manufacturers, as the governor of Yamal declares in the interview to TASS.
The project «The Northern Latitudinal Railway» is scrutinized as an alternative direction for transportation of products of oil and gas complex. The length of the route is 707 kilometers. The line from the station Korotchayevo to the station Obskaya will allow connecting the Sverdlovsk Railway and the Northern Railway and, in the prospect, will provide access of the transport system of Russia to the Northern Sea Route (through the Yamal peninsula to the port of Sabetta).
Financing of building of the Northern Latitudinal Railway will be fulfilled at the expenses of governmental-private partnership, the federal and regional budgets, the investment program of Russian Railways, credits and own funds of the participants.
