A deputy governor of Yamal-Nenets Autonomous Okrug Dmitriy Artyukhov presented the report on fulfillment of the transport project “The Northern Latitudinal Railway” on the sitting of the Council on the Arctic and Antarctic in the Federation Council.
He focused attention on the regional aspect and effect of fulfillment of the project for Yamal. According to his words, more than a half of the gross regional product of the Russian Arctic zone is manufactured on the territory of Yamal taking its one-tenth part.
A share of the region in the total amount of investments to the major capital of the Arctic macro-region exceeds 66 percent; within Russia, according to this index, Yamal is included to the top three regions. Last year about 800 milliard rubles of investments were received in the region. Projects of Yamal make one-third of the list of strategic projects in the Russian Arctic zone. The talk is about 43 projects of 145, which were included to the list approved by the State commission on Arctic development last May.
According to the data of Dmitriy Artyukhov, the contribution of the region to the federal budget at the expense of tax revenues in January-November of last year made 9.5 percent. As he states, fulfillment of large-scale investment projects on its territory, primarily in the sphere of fuel and energy complex and transport, is the basis for development of economy of the region. 236 oil and gas fields were discovered in the region, the total proven hydrocarbon reserves of the region make 44 trillion and 500 milliard cubic meters of gas, or 89 percent of all reserves of Russia, almost 5 milliard tonnes of oil or 17 percent of all extractable reserves of the country, and about 2 milliard tonnes of gas condensate – practically the entire reserve of gas condensate of the Russian Federation. Already today there is a shift of centers of hydrocarbons production to promising areas of subsoil use of Yamal-Nenets Autonomous Okrug — the Yamal Peninsula, the Gydan peninsula, adjoining waters of the Kara Sea shelf, of the Gulf of Ob and the Taz Estuary. More than 26 fields were discovered on the Yamal Peninsula and adjoining waters. The largest of them are: Bovanenkovo, the South-Tambey, Kharasaveyskoye, Novoportovskoye, reserves of which make 16 trillion cubic meters of gas or 32 percent of all reserves of Russia, 447 million tonnes of gas condensate or 22 percent of all reserves of the country, and 361 million tonnes of oil. The authorities of Yamal expect that the amount of production of natural gas by 2019 will grow on six percent. By the end of 2019 the amount of extraction of gas condensate will increase on a third part. According to the Energy strategy of Russia, by 2030 in Western Siberia gas production will increase on 28 percent in comparison to 2015 and will reach 643 milliard cubic meters owing to development of extractive fields of the Yamal Peninsula and water areas of the Gulf of Ob and the Taz Estuary. Therefore, specialists in Yamal are sure, in order new fields would be developed, and logistics of goods would become more effective, it is necessary to create terrestrial, first of all, railroad transport infrastructure in conditions of the poorly developed system of pipeline transport on these areas.
According to assessments of experts, the rise in the cost of development of the biggest fields in Western Siberia in the second half of the last century, which was connected with belated construction of the railroad network, made about 200 milliard dollars in the prices of 2013, as gorodskoyportal.ru reports. As Dmitriy Artyukhov declares, this fact distinctly makes it clear, how it is important to develop transport infrastructure in Yamal. Therefore, construction of the Northern Latitudinal Railway is called the most ambitious project in Yamal. The project supposes forming of the railroad corridor stretching on about 700 kilometers, which will connect the extreme points of the infrastructure of Yamal, which has been already built. The talk is about the Obskaya station of the Northern Railway and the Korotchayevo station of the Sverdlovsk Railway.
