The important project on development of the Russian Arctic was discussed in the Federation Council

The sitting of the Council on the Arctic and Antarctic took place in the Federation Council. The transport project “The Northern Latitudinal Railway” was discussed on it.
This is one of the most important infrastructural projects for development of natural-resource potential of the Russian Arctic zone.
The whole necessary normative base is available, as the deputy minister for transport of the Russian Federation Aleksey Tsydenov says. According to his information, a scheme of private investment initiative is the most convenient form of implementation. In contrast to the classical concession, it reduces the preparation procedure almost on one year. There is experience of concluding of private concession initiatives on railway objects. The concession model allows starting fulfillment of the project already today. Approval of the model and determination of the participants is now the work, with which Russian Railways is busy together with the government of Yamal-Nenets Autonomous Okrug.
The chairman of the Council on the Arctic and Antarctic at the Federation Council Vyacheslav Shtyrov gives to understand that “The Northern Latitudinal Railway is just the beginning. If specialists successfully cope with this task within the deadlines, then it needs to lobby for its continuation to Norilsk, later to Yakutsk, Magadan and Petropavlovsk-Kamchtsky, as he says.
The project is being fulfilled with participation of the companies “The Corporation of Development”, “Russian Railways”, “Gazprom” and the government of Yamal-Nenets Autonomous Okrug. Services for technical supervision over construction of the bridge across the Nadym River and technical examination of documentation of the line Salekhard — Nadym was trusted to fulfill by the German company DB International GmbH.
The financial model of the project “The Northern Latitudinal Railway” was formed and presented to the government by the Ministry for transport. Construction is planned for 2018 — 2022. In the case of success the country will create the world’s largest logistics center, which will open the way to new industrial areas in the Ural region and Siberia, as “Parlamentskaya Gazeta” informs.
