The authorities of Yamal count to make a new vector of development of fishery. On the 16th of February deputies of Yamal in the final reading adopted the regional draft law on fishery and aquaculture. In the opinion of the authors, it will allow increasing production of commercial fish without spending resources of nature and providing indigenous population with work.
Preliminarily, the draft law passed through wide public discussion in 4 districts of Yamal. The law gives motivation for further development of the branch. All recommendations from bodies of the executive power, public organizations and fishermen were collected. There is a row of useful suggestions. All of them will form the basis of “the roadmap”. This work is for years ahead. The opportunity to create so-called closed cycle in the region appeared: from taking fish eggs to releasing fish to rivers and lakes. Moreover, it is possible to adjust production of fish food. All this information was given by the chairperson of the committee on development of agro-industrial complex and affairs of indigenous peoples of the North Marat Abdrakhmanov.
The law includes directions of state regulation, forms of state support, mechanisms of economic stimulation and also norms regulating relations between fish-breeding enterprises and those people and organizations that are busy with traditional fishery. Within elaboration of the draft law the specialists forecasted collision of interests between indigenous population and fishing enterprises (especially conducting their activity on landlocked bodies of water – lakes) at a condition of simultaneous use of a water object by both sides. The law includes a clause, which tells that representatives fulfilling traditional fishing can use all water objects, including ones registered for economic subjects, freely and without payment.
There are 82 fishing enterprises in the region. 2500 employees work on them. The majority of the workers are representatives of indigenous population. The first experience of industrial fish-breeding exists – this is a farm on artificial reproduction of sturgeons on the closed cycle with production rate 20 tons per year. There is some progress in pasturable fish culture – two economic subjects are busy with this activity. Other three businesspeople received water areas within the auction in November. Besides, the regional department on science and innovations conducts work on research of water objects. This year 4 lakes in the district of Laborovaya received the status of suitable for whitefish breeding. Already this year the formed fish-breeding areas will be set for the auction. Fish-breeding products, which will be manufactured in the settlement Kharp, will become the material for their stocking with fish.
