Grigory Ledkov: Ethnological expert examination before development of fields should be obligatory

The party “Yedinaya Rossiya” suggests conducting obligatory ethnological expert examination before industrial development of fields of natural resources. It will oblige extracting companies to take care of saving of the country’s cultural and natural diversity.
A deputy of the State Duma of the Russian Federation from Yamal Grigory Ledkov sent the suggestion about introduction of ethnological expert examination before industrial development of fields by enterprises of fuel and energy complex to the minister for natural resources and environment Sergey Donskoy. From one side, such procedure supposes participation of indigenous ethnic minorities in solving issues, which touch upon their rights and interests, from the other side, obliges resource-extracting enterprises to receive agreement of indigenous peoples for use of subsoil areas situated on territories of their residence.
Besides, he suggests discussing the issue about necessity to conduct obligatory public hearings in regional parliaments with participation of representatives of peoples of the North, Siberia and the Far East. The collegial decision on agreement or disagreement of the sides to conduct development of subsoil area should become the result of such discussions. As Grigory Ledkov declares, he is sure that this measure will oblige extracting companies to be more responsible to their activity and to take care of saving of the country’s cultural and natural diversity.
According to his words, activity of resource-extracting companies touches upon rights and interests of ethnic groups residing on territories of fields of natural resources. Such initiative has been already fulfilled on the regional level in Yakutia, where, starting with 2010 ethnological expert examination is obligatory. Such experience is evaluated in the Republic as positive, as Grigory Ledkov notes.
By the results of the meeting of the Council for interethnic relations in October 2016, the President Vladimir Putin instructed the government to consider the issue on introduction of obligatory ethnological expert examination before development of extractive fields. Within the procedure indigenous peoples should be informed about what influence on their lives a project will have before its fulfillment is started, and, finally, they have to give their agreement or disagreement on the issues touching upon their interests.
