Yamal and Rostelecom will unite efforts on informatization of population

On the 14th of March in Salekhard the governor of Yamal-Nenets Autonomous Okrug Dmitriy Kobylkin conducted the meeting with the heads of the company “Rostelecom” – the vice-president of the macro-regional branch “Ural” Sergey Gusev and the director of the Yamal-Nenets branch Konstantin Tretyak.
The sides discussed fulfillment of the agreement on cooperation between the Ministry for Telecom and Mass Communications of the Russian Federation, the government of Yamal-Nenets Autonomous Okrug and the company “Rostelecom” concluded in December of 2015. The document is aimed at development of communication infrastructure in Yamal, fulfillment of the program on bridging the digital divide, increase in quality and accessibility of telecom-services for population and enterprises, development of “The electronic government” in the region.
Sergey Gusev told about concrete results achieved on each of these directions. In 2014 Rostelecom completed inculcation of one of the largest infrastructural telecom-projects in Russia – building of the Northern Optical Stream. In the result, the fast Internet came to the western part of the region and to Salekhard. In 2016 the company built more than 100 kilometers of optical communication lines. In the result optical communication came for the first time to the settlement Urengoy, Purovskiy district and also to the remote residential estate of the town Noyabrsk – Vyngapurovskiy, optical lines were laid to the settlements Khanymey, Severyanin and Teremki. Thus, other 10 thousand families received access to modern telecommunication services during a year that had passed since the moment of signing of the agreement.
Yamal-Nenets Autonomous Okrug became the first region in the Urals, where the federal program on bridging the digital divide was started. This project touches upon providing of access to internet for populated areas with the number of population from 250 to 500 people. The first point of access to internet in Ural Federal Okrug within this program was input to operation in the settlement Pelvozh. In conformity with the agreement on cooperation it was necessary to provide other seven populated areas with internet within the program: Nori, Syvdarma, Azovy, Vosyakhovo, Lopkhari, Zelyoniy Yar and Syunai-Salye. At the moment the work is fully completed, as Konstantin Tretyak says.
There are concrete results of inculcation of “The electronic government”. Interaction between Rostelecom and the regional department of information technologies and communication in this sphere led to considerable growth of the number of citizens registered on the portal.
Yamal was included to the leaders in the rating of the Ministry for Telecom and Mass Communications of the Russian Federation on this index, having taken the 5th place in Russia, http://minsvyaz.ru/ru/events/36447/.
A separate point of the agreement is dedicated to rendering the service “Interactive TV” in populated areas of Yamal connected to fiber-optical communication networks. During 2016 the number of subscribers of “Interactive TV” of Rostelecom grew almost on 15%, the number of internet users connected on the base of optical technologies increased almost on 16%.
Dmitriy Kobylkin listened to the report of the representatives of Rostelecom. He notes that the government of the region is interested in providing of remote and hard-to-reach settlements with communication and internet. On territories, where there are communication lines of oil and gas companies, the region will help the operator to find points of contact and to conclude agreements on cooperation.
As Sergey Gusev says, specifics of the region influences on choice of technologies — alternative communication channels are used, including radio relay and satellite communication. High investment capacity of the projects being fulfilled in conditions of the Far North supposes necessity to unite efforts of the government of Yamal, Rostelecom and other communication operators, including within concession agreements. Today there are all necessary preconditions for continuation of dynamic development of the communication branch in Yamal: technological and investment opportunities, personnel potential, partner relations of the power and communication operators.
The following result of the joint work of the government of Yamal and Rostelecom is important – since the beginning of 2017 more than 70% residents of Yamal have had the opportunity to receive the most modern telecom-services on the optical access technology. Rostelecom conducts development of communication infrastructure with consideration of geographical and climate specifics of the region.
