“Northern territories have one legislative base, but, for some reasons, some regions quickly go ahead and others run in place. They do not take into account experience of the Federation subjects, which achieved a lot, having formed the regional legislative base by adopting their programs. A delegate of the forum of indigenous peoples of the North, Siberia and the Far East of the Russian Federation, the president of the regional Association of public unions of indigenous peoples of Krasnoyarsk Krai Valery Vengo told about it in a conversation with a correspondent of the news agency “Sever-Press”.
He believes that such platforms as the Congress taking place in Salekhard would be able not only to receive recommendations, but also through management decisions to insist on their fulfillment. In that the president of the regional Association of Krasnoyarsk Krai sees a decisive role of representatives of the Federal center being present at the forum. “It is necessary that positive practices would be fulfilled equally in all subjects of the Russian Federation”, as Valery Vengo says. – “It is impossible to develop unequally, residing in one and the same nation-state”.
He tells that Krasnoyarsk Krai also has positive experience, otherwise 15 thousand indigenous people “would disappear” in 3 millions and 500 thousand of the total population of the region. However, as the president of the regional organization explains, two autonomous areas, where native indigenous peoples live, recently have been included into Krasnoyarsk Krai, and the loss of the status of autonomy to some extent had a negative impact on their development. If earlier they had governors, but now they have only heads of municipal districts limited by the law on local self-government.
