The governor of Yamal-Nenets Autonomous Okrug and the rector of the Presidential academy signed the agreement on cooperation

On the 7th of June in Moscow the governor of Yamal-Nenets Autonomous Okrug Dmitry Kobylkin and the rector of the Russian Presidential Academy of National Economy and Public Administration under the President of the Russian Federation Vladimir Mau conducted the working meeting and confirmed the strategy of cooperation, as the press-service of the head of the Yamal informs.

The document is focused on development of cooperation between Yamal and the Academy in education, science, innovative management, research and educational programs and fulfillment of joint initiatives. The agreement provides integrated expert support for strategic and program documents, evaluation of investment potential of the Autonomous Okrug, monitoring of socioeconomic processes, improvement of management system of efficiency of public authorities. The whole set of areas of cooperation is dedicated to development of project management, new approaches to personnel work, inculcation of automated instruments in activity.
The responsible persons of the government of Yamal and the Academy intend to conduct scientific researches of applied nature on topical issues, including in economic policy, entrepreneurship and interaction between municipalities of the Autonomous Okrug. The document is non-profit in nature and aimed at exchange of experience, fulfillment of joint projects for regional development.
“No matter how times change, your high school has always been progressive and is the quality mark”, as the head of the arctic region addressed to the rector. The governor is familiar with the system of education in the Presidential Academy. “In Yamal, as in Russia as a whole, the demand for professionals is enormous. We fulfill high-tech projects that have no analogues in the world, conduct unique environmental researches. Priority projects, orders and decrees of the President Vladimir Putin are under permanent control. We are forming a request for a new way of thinking, efficient management decisions and responsible approaches. Requirements to an official of the new generation are written in “The Concept of personnel policy of public service in Yamal-Nenets Autonomous Okrug”, which is fulfilled, including with active participation of teachers and experts of the Presidential Academy”.
Vladimir Mau confirmed readiness to intensify cooperation for education of students from 15 years old and no age restrictions. The rector notes that he knows learners from Yamal well and waits for new students, including on regional educational programs.
Now the new presidential Decree on main directions of development of the state civil service of the Russian Federation in 2016-2018 is a defining vector in development of the public service. “The Concept of personnel policy of public service in Yamal-Nenets Autonomous Okrug” was adopted and is fulfilled in the arctic region after the public hearings. The aims of projects of the concept are the following: increase in openness of the authorities, in professional level of civil servants, quality assessment of activities and motivations of employees of state structures, improvement of assessment procedures. Special attention is paid to informatization, which optimizes activity in public service, allows reducing labor costs.
