“Energy of the Arctic” is necessary for development of the Russian Arctic

Transport infrastructure created in Yamal-Nenets Autonomous Okrug is the basis for further socioeconomic development of the central part of the Russian Arctic.
The government of the Russian Federation prolonged the program on its fulfillment till 2025. Eight supporting areas, which are complex projects of socioeconomic development, are key mechanisms of fulfillment of this program. Yamal-Nenets supporting area is the main one. The third part of the gross regional product of the whole Russian Arctic is created here. Further development of oil and gas chemical cluster in Yamal till 2021 will almost two times increase the gross regional product of the region up to 1 trillion and 800 milliard rubles.
For further development of Yamal and the Russian Arctic it is necessary to accelerate building of year-round motor roads with solid surface and railroad lines, including on the sector between the stations Obskaya and Korotchayevo. Liquidation of this transportation gap, according to assessment of some experts, can increase the gross domestic product of the Russian Federation on 7-9 percent. Therefore, several years ago the authorities of Yamal-Nenets Autonomous Okrug elaborated the integrated project “Energy of the Arctic” on creation of the Northern Latitudinal Railway, which will connect the Northern Railway and the Sverdlovsk Railway, on modernization of the line “Obskaya – Bovanenkovo” and construction of the railroad line “Bovanenkovo – Sabetta” connecting the new arctic seaport Sabetta with the unified network of railroad lines of the country. This project was supported by the President of the Russian Federation Vladimir Putin and the federal government. It is being fulfilled on the principles of public-private partnership.
The port Sabetta already operates. The first stage of the Arctic largest plant on liquefying of natural gas “Yamal LNG” will be started up in the end of this year near the seaport. “VIS TransStroy” is building the line “Bovanenkovo – Sabetta” on concession conditions. “Gazprom”, “Russian Railways” and a special project company-concession partner will build the Northern Latitudinal Railway with the cost 236 milliard rubles. “Russian Railways” is defining structure of this company.
Yamal built the motor road part of the bridge across the Nadym River, input to operation almost 200 of 344 kilometers of the year-round motor road with the solid surface between Nadym and Salekhard, as Expert Online informs. The region took obligations to finance construction of the motor road part of the second strategic bridge of the Northern Latitudinal Railway – across the Ob River.
As the governor of Yamal notes, these are considerable investments even for such rich region as Yamal-Nenets Autonomous Okrug. According to his words, the motor road Surgut – Salekhard, which earlier ended at the Nadym River, is actually the federal route and should be built for federal money. But the authorities of Yamal-Nenets Autonomous Okrug consider that if the full terrestrial transport infrastructure in the center of the Russian Arctic is created as fast as possible then the effect for national economy will be bigger. And communication between Salekhard and Moscow will be adjusted faster. All inhabitants of Yamal are waiting for it, as the governor of the region says.
