The People’s program will really influence on quality of life of indigenous northerners

The People’s program of indigenous ethnic minorities of the North has started acting since the beginning of the year in Yamal. Its creation was initiated by the head of the region Dmitry Kobylkin to provide sustainable development of indigenous ethnic minorities of the North. 

As we should note, the program was formed on the basis of opinions and suggestions being received from inhabitants of the region, and, in fact, it is the People’s program. Its tasks are defined with the structure, which reflects key problematic aspects arousing anxiety of population and demanding for decisions, as the press-service of the governor of Yamal informs.
The first unit is dedicated to socioeconomic development of indigenous ethnic minorities of the North, an important component of which is agro-industrial complex. Receiving of qualitative products with high added value, perfecting of system of supplying and processing of agricultural raw materials are basic tasks of development of traditional economic branches of indigenous peoples. It assists to improve both economic indexes and wellbeing of indigenous population.
The unit “Social development of indigenous ethnic minorities of the North” includes spheres of education, health care, social protection and housing. It is suggested supplementing the system of education existing in Yamal, in order the younger generation would become competitive not only in traditional economy but also in business, power and other spheres.
Medical examination and prevention, accessibility and quality of medical help are important directions in the sphere of health care. Also it includes further development of air ambulance service and mobile medical teams, development and establishment of the training program on rendering the first aid in conditions tundra and others.
Citizens of the pension age from 60 years old and older, disabled people, who conducted traditional lifestyle before becoming disabled, veterans of the region and also young specialists from the number of tundra dwellers are considered as priority categories at solving of housing issues in the People’s program. These issues will be solved at the expenses of perfection of mechanisms in housing, increase in amounts of financing of existing activities on providing of indigenous peoples with housing and increase in amounts of house building, including in rural areas.
The third unit of the People’s program is dedicated to ethno-cultural development. Providing of qualitative and accessible cultural life in remote settlements, preserving and popularizing of non-material cultural heritage of indigenous peoples of the North, perfecting of normative and legal base in the sphere of protection of sacred and cult places of indigenous peoples of the North are among priority issues.
The next unit is dedicated to “Ecological development and protection of original environment of indigenous ethnic minorities of the North”. The unit notes that it is necessary to continue development of ecological and ethnographical (ethnological) directions of tourist activity. It will assist to involve communities of indigenous ethnic minorities of the North into rendering of tourist services. Environmental protection is one of factors in protection of original environment of indigenous ethnic minorities of the North. Monitoring of state of environment and its improvement will become an important component.
The unit of the People’s program “Protection of rights and legal interests of indigenous ethnic minorities of the North” includes suggestions of residents of Yamal on setting of the order and legal mechanisms for defining of national belonging of representatives of indigenous ethnic minorities of the North. The talk is also about providing of priority access of tundra dwellers to hunting areas, registration of the list of districts, where indigenous ethnic minorities of the North reside, in order to set social pension.
