Irina Sokolova: Innovative work on preservation of languages of northern ethnic groups assists to their popularization and revival

The plenary session of the United Nations Permanent Forum on indigenous issues took place in New York.
The delegation of Yamal was represented by the vice-governor of the region Irina Sokolova, the deputy governor of Yamal responsible for international and external economic relations Alexander Mazharov, the director of the regional department on affairs of indigenous ethnic minorities of the North Inna Sotruyeva and the chairman of the non-profit organization – the community of indigenous ethnic minorities of the North “Olenevod” (Reindeer Herder) Maksim Laptander.
Traditionally the arctic region shared accumulated experience of preservation of original environment and traditional economy of indigenous ethnic minorities, creation of comfortable living conditions for tundra dwellers, their medical servicing and unique educational process with the foreign colleagues.
Irina Sokolova told about rights of indigenous ethnic minorities and shared positive experience of the region. According to her, increased attention is paid in the region to the topic of preservation and development of languages of indigenous ethnic minorities of the North. Almost 60 percent of indigenous ethnic minorities freely speak languages of Nenets, Khanty and Selkoup peoples. Innovative approaches based on use of modern electronic means of communication are used in aims of preservation and development of languages in the region.
Thus, for young people of Yamal native languages of northern ethnic groups are languages of everyday communication. In particular, for groups in social networks and messengers these are languages of Nenets, Selkoup and Khanty peoples. Programs in languages of indigenous ethnic minorities of the North are broadcasted in electronic mass media. For example, broadcasting of the regional TV and Radio Company “Yamal-Region” in national languages takes as minimum 1.5 hours per day. Written art-works by local authors are successfully published in the region. During the latest 4 years more than 20 such projects were fulfilled. Books printed in languages of Khanty, Nenets and Selkoup peoples are transferred to electronic carriers and placed in internet. Languages and culture of ethnic minorities of the North in Yamal are actively used in the sphere of mass art. Youth of Yamal translate comic books to their native languages and invent original art-works of this genre.
As Irina Sokolova underlines, practice of Yamal-Nenets Autonomous Okrug shows that task-orientated innovative work on preservation of languages of northern ethnic groups assists to their popularization and revival. “We are sure that, preserving diversity of cultures, we preserve national identity and future of our countries”, as she says.
According to the information given to a correspondent of the news agency “Sever-Press” in the regional department of international and external economic relations, this year the UN General Assembly took the decision to proclaim 2019 as the International Year of Indigenous Languages in order to attract attention to possible loss of these languages and to necessity of their activation.
