The project “Nomadic University”, which will help young indigenous peoples of the Arctic simultaneously both to be busy with reindeer husbandry and to receive education, will be launched in April of 2019. This information was given to TASS by the Chairman of the Board of the Association “World Reindeer Herders” Mikhail Pogodayev.
The project will be a part of fulfillment of the Arctic Council Declaration, which was adopted in Fairbanks (Alaska) in spring of 2017. The idea was supported this year in March in Salekhard, where about 100 reindeer herders from Russia, Sweden, Norway, Scotland and Finland gathered together.
“This spring in Salekhard it was at the level of idea. Now we are trying to develop our Institute of circumpolar reindeer husbandry, which was established at the University of the Arctic. In April next year we shall launch the first course on entrepreneurship and innovations in the sphere of traditional nutrition of indigenous peoples of the Arctic”, Pogodayev said.
According to him, now a young reindeer herder has only two variants: to stay in tundra without education, prospects and communication with the outside world or to leave for study and not to return home. Thanks to the Nomadic University, as Pogodayev believes, the system will be created that foresees for the third variant — to be busy with reindeer husbandry and at the same time to have access to educational services. The course will be based at Nord University in Norway.
“This will be a short-term bachelor’s course, which will involve young reindeer herders up to 35 years old from different countries; it is designed for a year. Education will be conducted online but twice: during the launch in spring and within two-week courses on the basis of the University in autumn. In between students will develop and protect their project papers”, as Mikhail Pogodayev explained.
For reindeer herders education will be free of charge, it is planned to cover the cost of travel and accommodation through grants and support from the regional authorities. The number of seats is limited, enrollment will be held on the application principle. As a result, a reindeer herder will receive the certificate with points on the European system, which will be used in the future for admission to higher education institutions.
“It is expected that our reindeer herders will gain knowledge in the sphere of development of entrepreneurship, use of modern technologies for deer slaughtering, processing, sales of products”, Pogodayev said.
Reindeer herding regions of Russia generally support the project because it can help to hold young people in tundra.
“We can not say for sure that this project will hold young people in tundra, but the fact that it will contribute is no doubt. Even if it can not solve all the problems in education of reindeer herders, in any case, they will learn necessary knowledge and experience of other arctic regions. And it is important that the technology of online education in conditions of tundra, in conditions of nomadic way of life will be developed”, as the expert of the Project Office for Arctic Development, associate Professor of RANEPA Alexander Vorotnikov said.
