Experience of Yamal on protection of rights of indigenous peoples will be useful for other regions

In the Federation Council the vice-governor of Yamal-Nenets Autonomous Okrug Irina Sokolova presented experience of the region on guarantee of rights of ethnic minorities. The chairperson of the committee of the Federation Council on social policy Valery Ryazanskiy, the deputy minister of labor and social protection of the Russian Federation Andrey Pudov, the deputy chairperson of the Pension Fund of the Russian Federation Sergey Chirkov, a deputy of the State Duma of the Russian Federation Grigory Ledkov and also representatives of the Federation Council and other federal agencies participated in the conference. The participants of the sitting discussed issues on perfection of federal legislation on protection of rights of indigenous ethnic minorities of the North.
According to Irina Sokolova, the full-scale normative and legal base orientated to preservation of traditional lifestyle of indigenous ethnic minorities of the North was made in Yamal. It is perfected constantly. The process takes place with consideration of opinion of residents of the region.
“Yamal became the only subject of Russia, where discussion of “The People’s program of indigenous ethnic minorities of the North” was started in close cooperation between representatives of indigenous peoples, communities, public organizations, bodies of the state power and local self-governance. Suggestions received from residents were included to the program “Sustainable development of indigenous ethnic minorities of the North in Yamal-Nenets Autonomous Okrug for 2018-2020”. The program is full of concrete activities orientated to increase in quality of life of indigenous peoples of the North”, as the vice-governor informs.
Irina Sokolov called solving of the issue on providing with housing of socially vulnerable representatives of northern ethnic groups – pensioners, disabled people and veterans of the region from indigenous ethnic minorities of the North, who conducted traditional lifestyle through all their life, as one of achievements of the program. Forming of the specialized housing fund for these categories of citizens has been started since this year in three districts of the region – Yamalskiy, Purovskiy and Tazovskiy.
The government of the region approaches comprehensively to the issue on guarantee of rights of indigenous ethnic minorities. Proceeding from specifics of the region, specialists formed the key directions of work. They include perfection of measures on state support of indigenous ethnic minorities of the North, models of guarantee of medical and educational services optimal for tundra population, development of traditional forms of economy, fulfillment of activities on preservation of culture and native languages of northern ethnic groups. But, as the press service of the governor of Yamal informs, there is a row of issues connected with guarantee of rights of indigenous ethnic minorities of the North, solving of which depends on federal bodies of the power.
According to the director of the state and legal department of Yamal Dmitry Pogoreliy, there is no statistic observation over indigenous ethnic minorities, no mechanisms of documentary belonging of citizens to ethnic minorities, documents on confirmation of conducting of nomadic or semi-nomadic lifestyle. At the regional level these issues are solved with help of “The Unified Information System on modeling and forecasting of socioeconomic development of indigenous ethnic minorities of the North” — “UIS Yamal”, as he notes.
The region has used “UIS Yamal” since 2014. The department on affairs of indigenous ethnic minorities of the North in Yamal-Nenets Autonomous Okrug is its operator. The system includes mutually connected databases on the most significant spheres of life of indigenous peoples in Yamal. It contains registers of families, communities of indigenous peoples, trading stations, sacred places and burial places, the module on control over reindeer, including private reindeer-herding enterprises. This is a regional mechanism of documentary confirmation of belonging to indigenous peoples of the North, who conduct traditional lifestyle. A document confirming a citizen’s status is issued on the basis of data from the system. It guarantees the right to use regional measures of social support.
The participants of the conference came to a conclusion that experience of work of the government of Yamal on protection of rights of indigenous peoples will be useful for other regions.
According to Valery Ryazanskiy, the comprehensive approach to solving of issues touching upon indigenous population is seen in Yamal. It needs to adopt this experience. Probably, at the federal level it needs to consider practice of inculcation of mechanisms on legal regulation in the sphere of indigenous ethnic minorities of the North being used in the region, as he notes.
