As soon as possible it is necessary to eliminate imperfection of federal legislation in implementation of rights of indigenous peoples of the North. It was said on the 10th of December by the president of the Association “Yamal is for descendants”, a deputy of the Legislative Assembly of Yamal Edward Yaungad. He worked at the panel session on preservation of traditions of indigenous peoples of the North being held within the international circumpolar Congress “Arctic Media World” in Salekhard.
Among the experts there are people well knowing problems of indigenous peoples of circumpolar regions. They are: a deputy of the State Duma of the Russian Federation Grigory Ledkov, a journalist and a filmmaker Anastasia Lapsui, the Secretary of the Union of journalists in Finland Juha Rekola, the director of the Radio “Russian Arctic” Olga Stefanova.
The moderator of the session, a special correspondent of TV channel “Rossiya 24” Artyom Yamshchikov joked that “the problem was bitten, it is left to swallow”. Apparently, he was in a hurry. It needs “to chew” first, and that’s what federal legislators do for too long. It is not the first year that representatives of Yamal have been lobbying for adoption of federal laws in the sphere of reindeer husbandry, ethnological expert examination, formation of a legal mechanism on confirmation of a citizen’s belonging to indigenous ethnic groups. The topics are specific and almost incomprehensible to journalists of the regions, where people do not lead traditional way of life.
“These issues are becoming more relevant every day. Yamal lobbies for their adoption at the federal level, but to pass the draft law we need support of the majority. Those, who really understand the “northern” problems, are minority in the State Duma, unfortunately, for many people diversity of Russia is limited to the Garden Ring. Ethnic identification is necessary to provide benefits and other measures of support to indigenous ethnic minorities. The region is trying to solve these problems at its level: in Yamal-Nenets Autonomous Okrug since 2015 it has been foreseen to provide the special document that confirms traditional way of life of owners of this paper. But this is clearly not enough. Federal legislators should be more agile in this issue, if they do not want to lose the national treasure — people of the North”, Eduard Yaungad commented.
As we should remind, the authorities of Yamal propose to bring in amendments to the decree of the government of the Russian Federation of 1997, which determines the procedure for issuing passports of Russian citizens, and to introduce special inserts to passports for representatives of indigenous ethnic minorities. However, “the idea of inserts” has been analyzed for several years from the point of view of existing legal norms.
