Celebrations on the opening of the International Year of Indigenous Languages took place in Paris, and in Russia the event will be launched in March in Khanty-Mansiysk, which will gather representatives of the regional association of indigenous peoples “Save Yugra”, the Federal Agency for affairs of nationalities of the Russian Federation, the Russian Association of Indigenous Peoples of the North, Siberia and the Far East, deputies of the State Duma, senators. This information was given on the 30th of January by the president of the Russian Association of Indigenous Peoples of the North, Siberia and the Far East Grigory Ledkov at the press conference in the news agency “Sever-Press”.
According to him, the government and a number of subjects of the Russian Federation started preparing the report on what is being done during many years to preserve and develop native languages. The Association plans to invite representatives of the specialized Institute of peoples of the North at the Herzen University, the Scientific and Research Institute of the Republic of Sakha-Yakutia, the project office of the Committee on the Arctic located in St. Petersburg, specialists of the Association of teachers of native languages, and, of course, leaders and members of the Coordination Council, experts of the Association, including ones working on platforms of the State Duma and the Federation Council.
According to Grigory Ledkov, the parameters of the report are set; it will consist of four blocks: traditional knowledge, education, youth and career guidance. The report will be presented at the next forum in 2020, and Russia will provide detailed information on each language being used in the country. Russia joined the organizing committee for the Year of native languages, and the Federal Agency for affairs of nationalities has the sufficient budget to hold activities dedicated to this event.
“We set the bar for ourselves in order there would be as few formalities as possible, and the tendency to identify specific problems and to set specific tasks would prevail, in order we would be able to see the real situation on each native language of the Russian Federation, what is the danger for them and what effective protection measures are necessary”, Grigory Ledkov said. – “In addition, we plan to coordinate this work with the relevant foundation, which was created under the federal specialized committee; its goal is in support and search for ways to develop languages of indigenous ethnic minorities of the North. The Association, together with the Federal Agency for affairs of nationalities, joined the board of trustees and, of course, we shall invest all our developments, expert opinions in to its work”.
The president of the Association notes that all native languages are at risk. He considers their mastering the main thing at rapid integration.
“Technical re-equipment is taking place, internet, cellular communications are conquering new spaces, and soon there will be no corners without modern means of communication”, Grigory Ledkov said. “Original traditional knowledge is the main thing, and everything else will inevitably follow”.
At the same time he notes that the country is losing targeted enrollment of students, including the specialization “a teacher of native languages”, funding for these purposes and teaching hours are being reduced.
“Emergency measures should be taken”, the president of the Association believes. – “And we must not forget that every language of indigenous peoples is specialized. It is the language of fishermen and hunters. If such branch as reindeer husbandry disappears, the professional language of reindeer herders will not be used in everyday life. This is the language of nomads, and veterinarians, mobile medical teams, zootechnical work are necessary for them to solve issues of rational use of pastures. Preservation of traditional lifestyle influences on preservation of native languages”.
