The new system will allow monitoring ecology of the Arctic online

The idea to create the new system for collection and analysis of data on the Arctic was proposed by the head of the chair of cartography and geographic information systems at Tyumen State University Ildar Idrisov. The project is called “Digital Arctic”. It was presented within work of the group “Arctic. Ecology” at the strategic session on creation of the scientific and educational center.
“Modern science is made so that new knowledge is formed with active participation of observation networks, large teams of researchers and at places, where “big data” collected on unified methodologies are available”, Ildar Idrisov said.
Today 170 observation networks operate in the world (for example, PEEX). At that, there is no such thing in the Russian sector of the Arctic: it is “a big white spot”. At the same time, there are scientific developments here, the results of which are not available to scientists and the wide range of managers. Here are the modern “challenges”, the answers to which are important for development of research in the Arctic and rational use of its resources in the future. There are many proprietary databases, but they are all closed for use. For example, the territorial data bank of Yamal, the nature supervision data bank of Khanty-Mansiysk Autonomous Okrug — Yugra, Roshydromet data, forest management maps. There is active growth of the unstructured digital flow.
The talk is about development of “sensors”, individual readers (for example, in a smart phone it is possible to lay routes-tracks). Data from these “sensors” should be included in the general observation network. In addition, there is rapid development of unmanned systems, what also requires registration. The request for qualitative structural information about ecological state in the region appeared. Regional management structures require it for effective decision-making and conducting of research.
“To solve these problems it needs to develop a service, conventionally something like “Yandex.Science”, where any user would be able quickly to get necessary information about ecological situation in the region, about conducted observations, on the model of the system “Yandex.Weather”, Ildar Idrisov said.
Such service would allow having at hand all materials of research being conducted in the Arctic, as well as would exclude their duplication. Administrations of arctic regions of Russia can become main consumers, as it is said in the board of strategic communications of Tyumen State University. The authorities will be able to analyze and control ecological situation at the qualitatively new level.
“It is obvious that we need to create a single situation center, where all the data on atmosphere, soil, vegetation, water bodies and anthropogenic landscapes would be collected. The data should be processed in an expeditious manner. The situation center is a comprehensive knowledge base on the Ob-Irtysh basin (this is a visual example of such center). It is necessary for permanent operative control through automated systems and unmanned vehicles over natural environments (for example, in real time we can see an oil spill). Also it is a dynamic interactive model of ecological situation”, — Ildar Idrisov concluded.
