The day of Russian science founded by the decree of the President of the Russian Federation in 1999 is marked every year on the 8th of February. As it is said in the document, the holiday was established “with consideration of the outstanding role of Russian science in development of the state and the society, with following of historical traditions and in celebration of the 275th anniversary since the day of foundation of the Academy of Sciences in Russia”. In 1925 it was renamed to the Academy of Sciences of the USSR, in 1991 — the Russian Academy of Sciences. Mikhail Lomonosov, Ivan Pavlov, Dmitry Mendeleev, Konstantin Tsiolkovsky, Pyotr Kapitsa, Lev Landau, Igor Kurchatov, Pavel Alexandrov and Sergey Korolyov are only the small number of the names of Russian scientists, who contributed to the world science. Russia was the first country to develop the doctrine of the biosphere, the first in the world to launch an artificial earth satellite into the outer space, input the world’s first nuclear power plant to operation.
Science is the main driving force of progress, the most important resource for development of national economy, medicine, education and social sphere. Not only economic growth and creation of new high-performance working places, but also quality of life of millions of people directly depend on achievements of scientists. Today Russian scientists develop the most promising areas in science, elaborate the latest technologies and educate students.
Yamal is a unique territory, an object of research. It attracts scientists from the whole world. People, who devoted themselves to study of history, ecology, culture of the region, predecessors and contemporaries, of who it is possible to be proud, live and work here.
As it should be reminded, last October scientists of Yamal participated in the international forum “Arctic: society, science and law” in Saint Petersburg. The participants of the forum discussed issues of interregional and international cooperation between state and non-state structures, the role and place of scientific schools and law-making activity in modern conditions of sustainable development of the Arctic. Problem groups worked in every relevant area of development of the North. The scientists of Yamal discussed issues of scientific substantiation of sustainable development of territories inhabited by indigenous peoples of the Arctic, climate change and social and legal problems.
The director of the scientific center for study the Arctic Anton Sinitskiy told about basic observations in Yamal-Nenets Autonomous Okrug. The region established the network of scientific research stations, long-term monitoring surveys on which allow receiving long-term series of observations over parameters of the natural environment and identification of forecast estimates for it in the future. Thus, the geocryological observation network, which operated till the mid-nineties, is being restored on the Parisento research station on the Gydan Peninsula to study state and evolution of permafrost soils.
Complex scientific ecological monitoring is conducted in Yamal; this project is a pilot one in Russia. According to the head of the sector of geological and geographical research at the scientific center Roman Kolesnikov, in its implementation the scientists are moving away from simple accumulation of different data on state of soils, atmosphere, hydrosphere and introduce an ecosystem approach. The new methodology for data collection and analysis allows assessing environmental risks related to both anthropogenic impacts and natural processes, such as climate change.
“This work is quite time-consuming. In order to obtain authentic data it is necessary to fulfill ecological monitoring for tens of years. However, the results being received today arouse interest of the scientific and professional community in different regions of Russia”, he explained.
In addition, the scientists of Yamal organized medical examination, study traditional nutrition as a criterion of social wellbeing of inhabitants of the region.
Problems and prospects of legal regulation of reindeer husbandry also do not stay without attention.
