At creation of reindeer-herding peasant farm holdings it is possible to use already existing forms – ethnic communities. They exist in the Autonomous Okrug during already 20 years and achieved high production indexes: 30% of Yamal venison – 800 tonnes – are delivered by communities. In the beginning of each month communities make reports for received subsidies. If to transfer them to peasant farm holdings then pension will be normal, though communities also pay taxes, fees to the Pension Fund, provide the social package. The talk about it was at the working meeting of the association on economic development of indigenous ethnic minorities of the North in Yamal-Nenets Autonomous Okrug with representatives of ethnic communities and small forms of economy of indigenous ethnic minorities of the North and at the regular sitting of the Union of communities of indigenous ethnic minorities of the North in Yamal-Nenets Autonomous Okrug.
The chairman of the Union of communities in Yamal-Nenets Autonomous Okrug Mikhail Okotetto tells to a correspondent of the news agency “Sever-Press” that 64 communities work in Yamal, about 10 are included to the Union. Five applications on entering the Union were given after the sitting. Both a private reindeer herder and an individual entrepreneur and any physical person can enter the Union. In addition to reindeer husbandry some of representatives of communities are busy with fishing, some – with collecting of wild-growing plants, some – with crafts. Within the chartered tasks they are commercial organizations, the whole accounting is transparent, whole money is under the control.
“Bringing changes to legislation could be required for transfer of communities to peasant farm holdings”, as Mikhail Okotetto noted. – “We shall make experimental peasant farm holdings, but the main thing is not to lose communities. It is easier to organize peasant farm holdings on their basis. Of course, further they should be considered as one of forms of commodity producers in the sphere of reindeer husbandry, and here subsidies, which will be allocated additionally for peasant farm holdings and which community members do not have, are important here.
But transfer to peasant farm holdings is not the only way of development of ethnic communities. The participants of the working meeting also discussed the project of federal law on the state (municipal) social order for rendering of social services for non-profit organizations in the context of ethnic communities wishing to acquire the status of socially oriented non-profit organizations.
Aleksey Taragupta, the head of the association on economic development of indigenous ethnic minorities of the North, explained that this law would give community members the opportunity to perform new kinds of work with population, which would help to create working places and to receive additional income. The talk is about social services for population.
“Majority of our communities are the only non-profit organizations that are located in remote settlements and can be the only providers of these services for population in the sphere of education, healthcare, social protection. The list of services will be made by the legislator”, as Aleksey Taragupta noted. – “The state or a municipality will be able directly to send an order to non-profit organizations on these services. Non-profit organizations will work in settlements with population and receive money for it. In other words, they will be not just as volunteers, but the state will pay them money. Contests will be held, certificates will be given, and contracts of private-municipal partnership will be concluded. This is a very interesting project that will help communities to develop in the sphere of socially oriented organizations”.
