The center for information communications “Rating” within the project “National Rating” published the next research dedicated to assessment of activity of heads of Russian regions. The chronological framework of the rating covers January and February of 2019. The results of the project were received on the basis of correspondence questionnaires, correspondence and face-to-face interviews with representatives of the expert community. According to the results of the survey, the governor of Yamal-Nenets Autonomous Okrug Dmitry Artyukhov is in the first group of “National Rating”.
The deputy director of the regional public organization “Public initiatives of the North”, a member of the Russian association of political consultants Kirill Istomin explains success of Dmitry Artyukhov with the fact that the politician demonstrates a systemic approach to management of the region. As an economist in December in the course of the annual message to the Legislative Assembly he presented the list of priorities and solutions for the future, and in the beginning of the year he started gradually advancing on this plan.
Thus, among other things, the declared construction of the bridge across the Pur River was started. The all-weather durable crossing is important for both citizens and business. The Gydan Peninsula, where the future bridge will lead, will become a springboard for extension of the Russian fuel and energy complex. The obstacle in the form of prohibition of construction of toll roads for business in absence of a free alternative prevented the project but was solved with help of the federal law introducing an exception for regions of the Far North. Support for Artyukhov in this matter was provided by Dmitry Medvedev. Exactly the government of the Russian Federation introduced and promoted the draft law in the State Duma. The process made it possible to start fulfilling the promise given to residents of Purovsky district.
The second notable solution is to increase the size and the amount of funds allocated for housing subsidies to young families. This change was also announced in December by Dmitry Artyukhov in the annual report and at the beginning of the year entered the stage of adoption. It will allow increasing the ratings of the governor of Yamal among young and middle age groups. As sociology shows, approval of the course of the region development and the work of its leader has grown most strongly among these residents of the region.
Fresh approaches of the head of the arctic region to communication with residents, openness, keeping pages in social networks, as well as appointments of young leaders to the authorities ensured the growth of his positions among young people, who are gradually becoming the basic electorate supporting the governor of Yamal-Nenets Autonomous Okrug. This situation is not typical for heads of Russian authorities.
The socioeconomic situation in the region allows Artyukhov to fulfill popular transformations. The practice on signing of agreements with large federal companies, such as LUKOIL, Sberbank and others, was continued.
In the future among challenges for the governor of Yamal there are announced concession projects – the airport in Noviy Urengoy, the bridge across the Pur River and the Northern Latitudinal Railway. These projects may be affected by the global economic situation. The region has a margin of safety, it will keep the chosen pace during several years in any development of the economic situation in the country, but the projects being implemented in conjunction with business are more susceptible to fluctuations.
Resumption of discussion of reindeer husbandry in Yamal and its future in the context of optimization measures is worth noting within the reporting period. This topic echoes the issue of preservation of traditional lifestyle of indigenous peoples of the North and in the near future will become one more test of the communication strategy of the regional authorities.
