Housing programs for rural population, development of reindeer husbandry and fishery in Yamal were discussed in Moscow

The meeting of the governor of Yamal Dmitry Artyukhov and the Minister of agriculture of Russia Dmitry Patrushev took place in Moscow. They discussed issues on improvement of housing conditions of rural population in the region. Since 2007 the Federal targeted program “Sustainable development of rural areas” has been implemented in the region. According to it, residents receive social payments for purchase of housing. During the work of the program about two thousand families of Yamal managed to improve their housing conditions. About 2.5 thousand families are in the queue. The Minister of agriculture of Russia expressed readiness to work on the issue on increase in federal financial support for this program in Yamal.
The participants of the meeting also discussed development of reindeer husbandry and fishery in the region. In particular, they discussed necessity of legislative changes that will allow the regional authorities to participate more actively in processes of reproduction of water biological resources.
The issue of the legal status of private reindeer herders became one more topic. It will allow indigenous people in full amount to use state support and to establish agricultural cooperatives. Now the law prescribes to assign land plots to such farm holdings, as the press service of the head of the region reports. For objective reasons, reindeer herders are unable to fulfill this condition. Yamal initiated the necessary amendments to the legislation, which were supported by the majority of reindeer-herding regions of the country.
It should be noted that agro-industrial complex of Yamal is focused on traditional sectors of economy of indigenous peoples of the North — reindeer husbandry and fishery. Yamal-Nenets Autonomous Okrug is the main Russian exporter of reindeer-herding products to the European Union. Annually about 2.5 thousand tonnes of reindeer meat are stored up in the region, more than 10 thousand tonnes of fish are caught. About 80 enterprises, which employ 4.5 thousand people, are involved into production. More than three thousand private reindeer-herding farms are also registered in the region.
