The Federal Agency for affairs of nationalities used experience of Yamal in creation of the indigenous population registration system

The Federal Agency for affairs of nationalities plans to use experience of Yamal in creation of the indigenous population registration system. This information was given by the State Secretary, the deputy head of the Federal Agency for affairs of nationalities of Russia Anna Kotova.
The main purpose of the visit of the delegation of the Federal Agency for affairs of nationalities is to get acquainted with work of the Unified information system for modeling and forecasting of socioeconomic development of indigenous ethnic minorities of the North (UIS Yamal). The system has been implemented in the region since 2014. The department on affairs of indigenous peoples of the North in Yamal-Nenets Autonomous Okrug is its operator. The system includes modules on 34 indicators. This are interlinked databases on the most significant spheres in life of indigenous peoples of Yamal: the register of families, indigenous communities, trading stations, sacred places and burial places, the module for accounting of reindeer, including private reindeer-herding households.
UIS Yamal is a regional mechanism for document confirmation of belonging to indigenous peoples of the North, who lead the traditional way of life. Documents confirming status are issued to citizens on the basis of information from the system. It ensures their right to use regional measures of social support.
The representative of Federal Agency for affairs of nationalities notes that in Russia the federal draft law “On amendments to the Federal law “On guarantees of rights of indigenous ethnic minorities in the Russian Federation” in terms of establishing of the procedure for registration of persons belonging to indigenous ethnic minorities of the Russian Federation” was developed and submitted to the government. The draft law was widely discussed in the State Duma, the Federation Council, with representatives of indigenous ethnic minorities. The draft law was supported by the Russian Association of Indigenous Peoples of the North, Siberia and the Far East.
“When developing the draft law, we took into account the existing law enforcement and judicial practice in the regions on the issue of registration of persons from among indigenous ethnic minorities of the Russian Federation. The unique experience of Yamal should be noted. We borrowed some of its elements at development of the Federal system on registration of persons belonging to indigenous ethnic minorities”, Anna Kotova said.
