The decree approving the list of ports and disembarkation points allowed for entering of foreign cruise liner ships is published on the website of the government of the Russian Federation. The list includes 340 points on the coast of the regions included in the Arctic zone of the Russian Federation and the Far Eastern Federal Okrug. According to the Association of tour operators (ATOR), foreign tourist ships can enter 340 ports and points on the territory of thirteen regions of Russia.
These are such regions as Yamal-Nenets Autonomous Okrug — 20 ports, Yakutia — 16 ports and points, Chukotka Autonomous Okrug — 62 ports and points, Kamchatka — 56 ports and points, Khabarovsk Krai — 11 ports and points, Magadan oblast — 4 ports and points, Sakhalin oblast — 30 ports and points. Foreign ships will also be accepted in Primorsky Krai — 27 ports and points, Murmansk oblast — 12 ports and points, Arkhangelsk oblast — 24 port and points, the Republic of Karelia — 6 ports and points, Nenets Autonomous Okrug — 7 ports and points, Krasnoyarsk Krai — 65 ports and points.
As it should be reminded, in April of 2019 the Ministry of economic development instructed the Federal Tourism Agency of Russia to prepare the draft program on development of cruise tourism in the Arctic zone of Russia. Earlier, the State Duma adopted in the first reading the draft law that simplifies admission of foreign tourists to the Arctic territory.
