A deputy of Yamal insists on consideration of interests of indigenous ethnic minorities of the North in the law on the Arctic zone

A deputy of the Legislative Assembly of Yamal-Nenets Autonomous Okrug Edward Yaungad suggested supplementing the federal law on the Arctic zone with norms regulating life activity of indigenous ethnic minorities of the North. It was supported by the participants of the all-Russian scientific and practical conference with international participation “Indigenous peoples of the Russian Federation: problems, priorities and prospects of development in the transforming society”, which is being held in Yakutsk (Sakha Republic).
Researchers, experts, representatives of business circles and public associations of indigenous ethnic minorities of the North, legislators of northern regions, governmental and public figures are participating in the conference.
At the plenary session the deputy of Yamal spoke about some aspects of regional regulation in the sphere of life activity of indigenous ethnic minorities of the North in Yamal-Nenets Autonomous Okrug, the People’s program and initiatives being suggested for its effective implementation.
“We must recognize that indigenous peoples of the North, who are subjects of the Arctic zone equally with the business community, industrial enterprises and authorities, live and conduct their economic activity in the Arctic. Today it is important to bring in amendments to the federal legislation in terms of documentary confirmation of the national identity of indigenous peoples, to determine legal mechanisms in the sphere of territorial traditional nature management, as well as to ensure priority access of tundra-dwellers to hunting grounds. It may be necessary to develop program documents for development of indigenous ethnic minorities of the North. It is important that colleagues from other northern regions support this view”, commented Edward Yaungad.
He proposed to send the resolution of the scientific-practical conference to the Council for the Arctic and Antarctic under the Federation Council and to the federal authorities. The information was given to the news agency “Sever-Press” in the press-service of the regional parliament.
Prospects for development of the northern society, milestones of development of human potential, as well as competitiveness of arctic and northern territories on the basis of increase in the level and quality of population’s life are being discussed on discussion platforms, where active work is taking place now.
