Improvement of classification of citizens as indigenous ethnic minorities of the North will enable them to use majority of the guaranteed rights. The State Duma plans to consider the relevant draft law at the plenary session in October.
In late August the government of the Russian Federation submitted to the State Duma amendments to the Federal law “On guarantees of rights of indigenous ethnic minorities of the Russian Federation” establishing the procedure for registration of persons belonging to indigenous ethnic minorities. The draft law introduces a mechanism for registration of Russian citizens belonging to indigenous ethnic minorities to ensure implementation of their social and economic rights, including protection of their native environment, preservation of traditional lifestyles, economic activities and crafts, replacement of military service with alternative civil service, preservation and development of original culture and also implementation of territorial public self-governance with consideration of ethnic, historical and other traditions, as “Parlamentskaya Gazeta” reports.
The draft law was prepared by the Federal Agency for affairs of nationalities on the initiative of Grigory Ledkov, a member of the State Duma Committee for affairs of nationalities, the president of the Association of indigenous peoples of the North, Siberia and the Far East.
“The main purpose of the register is to create a mechanism for confirming the right for support measures provided by the legislation of the Russian Federation for indigenous ethnic minorities”, the deputy explained.
He explained that improvement of the procedure for classification of citizens as indigenous peoples of the North would allow them to use the majority of the guaranteed rights. To do that they need to document their national belonging, but the current legislation has not yet established such a procedure.
