The railroad line to Sabetta will give a multiplicative effect

Construction of the railroad line to the port of Sabetta will allow receiving a multiplicative effect in the future. Maksim Kulinko, the deputy director of the Northern Sea Route Directorate — the head of Rosatom Department for Development of the Northern Sea Route and Coastal Territories said that in an interview with the news agency PortNews. Speaking about the railroad component of the Arctic logistics, he called “The Northern Latitudinal Railway-2” one of the most promising projects.
“The position of Gazprom, which is working on different variants, is very important for implementation of the project “The Northern Latitudinal Railway-2”: to lay a railroad line to Sabetta or still go to Kharasavey. If to consider the prospects for development till 2030, it would be more correct to lay a branch line to Sabetta, since exactly in these time parameters development of Tambeyskoye field will be started, it contains very large gas reserves. And development of Tambeyskoye field is impossible without railroad infrastructure. Accordingly, if we lay the railroad basis for Sabetta now, we shall receive a multiplicative effect in the future”, Maksim Kulinko believes.
According to him, if to consider the prospect for the near future, in the horizon of 5 years, the branch to Sabetta may look not so attractive in comparison with the way to Kharasavey, where the gas condensate field will be developed.
“But the promising amount of gas condensate extraction in Kharasavey is not so large (previously estimated at 8 million tonnes). Therefore, in the long term, the railroad line to Sabetta will undoubtedly give a much greater effect”, Kulinko said.
Speaking about development of port infrastructure in the Arctic, he notes that it will be necessary to fulfill large number of dredging operations for various projects. In particular, he told about the current situation with operations for the terminal “Utrenniy” in the Gulf of Ob of the Kara Sea.
“Indeed, there are big tasks associated with dredging, primarily for the terminal “Utrenniy”. All of them should be completed by 2022”, said Maksim Kulinko.
According to him, in 2019 the amount of dredging for this project made 5 million 300 thousand cubic meters for the sum 3 milliard 500 million rubles.
“I need to thank the company “Mordraga”, which conducted dredging operations in 2019; they really worked well and in conditions of extremely limited time. The period without ice navigation at the place of work is only 60-70 calendar days per year”, Kulinko said.
He underlines that even more ambitious goals have been set for this year. Reconstruction of the sea channel in the Gulf of Ob should be started in addition to work on the terminal “Utrenniy”.
“Now there are different assessments of the upcoming work, and the Krylov State Research Center is completing a study on this topic. The preliminary estimate is about 40 milliard rubles only for reconstruction of the sea channel in the Gulf of Ob. There are different technological solutions. It is planned to lay this work into the basis of design and estimate documentation, and in 2020 we should launch the project. In addition, we should not forget about repair dredging, which, with consideration of features of the Gulf of Ob, such as storms, high sediment accumulation, will be quite considerable in terms of amounts”, said Maksim Kulinko.
