The office on affairs of indigenous ethnic minorities of the North in Purovskiy district is forming new lists of tundra-dwellers and indigenous students, in order those people, who are entitled to receive help on regional programs, will be able to receive it in time.
Last year reindeer herders, fishermen and pensioners received goods necessary for living in tundra under the regional program “Protection of rights and legitimate interests of indigenous ethnic minorities of the North” — almost 13 million rubles were spent on it. Nomads of the district were provided with tarpaulin, broadcloth, elements for building choums (a dwelling of reindeer herders; it is similar to a tepee), stoves, leather, wood boards and other material means. Other 4 million rubles were allocated to pay for purchase fuels for mini power stations. In total, 16 million 700 thousand rubles were spent on activities of the program, as the district administration informs.
The application campaign for 2020 has already begun, and tundra dwellers of the district are collecting necessary documents to receive assistance. Lists are formed every six months. The queue is determined in the specialized office according to the date of registration of the application for each section of the regional standard of minimum material security.
Since this year tundra dwellers have received the right to purchase goods on their own. In case of independent purchase of mini power stations and chainsaws, an applicant has the right to apply for compensation of the cost of expenses.
“They bring us a receipt and a cheque, and we compensate them for the money”, specialists explained.
Under the terms of the program, the cost of these goods should not exceed 16.5 (a mini power station) and 16 (a chainsaw) thousand rubles. The time of their use is also taken to consideration: the mini power station is issued for 5 years, and the chainsaw must last 4 years. Then it is possible to submit an application again.
In parallel, the office also forms lists of indigenous students studying in higher education institutions. Their parents receive detailed information about new measures to help their children. In 2020 social benefits increased.
“They will receive 4500 rubles per month. The amount of compensation for paying for accommodation in a student hostel was also doubled. Previously, students of higher education institutions received 12 thousand rubles annually to pay for accommodation, now they will receive 24 thousand rubles”, said the deputy head of the office Margarita Maslova.
Only students from low-income and large families can use this support. There are only four of them among residents of Purovskiy in 2020. A part of the money spent for education not exceeding 30 thousand rubles per year will also be compensated to students receiving their first higher education in absentia. Last year 30 students from Purovskiy received assistance, and more than 851 thousand rubles were spent for an additional scholarship.
