GlavGosEkspertiza of Russia reviewed the design and estimate documentation and the results of engineering surveys for construction of the sea transshipment complex of liquefied natural gas in Kamchatka Krai. According to the results of the expert examination, positive conclusions were issued.
The agreement on cooperation for creation of the sea terminal on the south-eastern coast of the Kamchatka Peninsula was signed in October 2017 between NOVATEK and the government of Kamchatka Krai. The terminal is intended for transshipment of liquefied natural gas delivered from extractive fields of the Yamal Peninsula near the Gulf of Ob by ice-class gas carriers to conventional gas carriers for further transportation of gas to consumers in the Asia-Pacific region. Implementation of the project will allow optimizing the route of LNG deliveries from the Arctic, stimulating development of the Northern Sea Route and trade-economic relations of Kamchatka Krai, as the press center of GlavGosEkspertiza of Russia informs.
The design and estimate documentation provides for five stages of construction and development of transshipment capacities of the sea terminal in the Bechevinskaya Bay in Yelizovsky District of Kamchatka Krai. Upon completion of four stages the terminal will provide the cargo turnover about 11 million tonnes of LNG per year. At the fifth stage, at the end of the full construction cycle, the capacity of the terminal will be more than two times increased up to about 22 million tonnes on receiving and shipping of liquefied natural gas.
The port infrastructure that is being created, including roadstead locations for floating gas storage facilities, roadstead locations for transshipment under the “board-to-board” scheme, an approach channel and a navigation safety system, is designed to serve 328 gas carriers per year at the intermediate stage and 657 gas carriers after completion of construction of the sea terminal. The type of the ice class gas tanker “Christophe de Margerie” with the capacity 172 thousand 600 cubic meters was accepted as the design vessel. The total length of the approach channel is 6580 meters.
Within construction of the transshipment complex in the waters of the Bechevinskaya Bay it is planned to place objects of both federal property and investor ownership. Two floating gas storage facilities will be built at the expense of investments by NOVATEK, as well as roadstead parking locations for underground gas storages and gas carriers with anchor and mooring unfastening. State objects of marine infrastructure, including the approach channel and the navigation safety system, will be built at the expense of the federal budget.
Terms of construction and subsequent operation of the LNG terminal in the area of the Bechevinskaya Bay are complicated with high seismicity and volcanism: the nearest volcanoes are located at the distance from 54.5 to 97 kilometers away from the designed terminal. Objects of engineering protection are being constructed to protect coastal structures from slopes collapsing. JSC “GT Morstroy” is the general project organization.
