Yamal starts forming the list of registration of nomads

The authorities of Yamal are going to communicate with every nomad in order to collect data for arrangement of the federal register of information on indigenous ethnic minorities.
“We are ready to support the work on information consultations on guarantees of rights of indigenous peoples of the North. In our travels around electoral districts we will communicate with population, will explain all the nuances of the federal law and that the register will help representatives of indigenous peoples of the North to fully consolidate their right to lead the traditional lifestyle and to receive measures of additional social support”, the chairman of the specialized committee Marat Abdrakhmanov commented.
He marked importance of inclusion of following residents in the register: inhabitants of remote settlements, leading nomadic or semi-nomadic way of life, busy with reindeer husbandry, fishing, hunting, picking up wild-growing plants and other traditional activities to provide for their families. The information was given to the news agency “Sever-Press” in the press service of the Legislative Assembly of Yamal.
The director of the regional department for affairs of indigenous ethnic minorities of the North Inna Sotruyeva presented information about preparation for implementation of norms of the Federal law “On Guarantees of the Rights of Indigenous Peoples in the Russian Federation” at the sitting of the Committee of the Legislative Assembly for development of agro-industrial complex and affairs of indigenous ethnic minorities of the North.
As it should be reminded, on the 6th of February Vladimir Putin signed the corresponding changes to the Federal law “On Guarantees of the Rights of Indigenous Peoples in the Russian Federation” in terms of arrangement of the procedure on registration of persons belonging to indigenous ethnic minorities. The work on the amendments was conducted during more than five years, and experience of Yamal in registration was laid as the basis for the standards. Thus, in Yamal there is the unified information system for modeling and forecasting of socioeconomic development of indigenous peoples of the North in Yamal-Nenets Autonomous Okrug, which includes information about the number of people belonging to indigenous ethnic minorities of the North.
The transition period will last for two years; during that time lists should be formed to register representatives of indigenous ethnic minorities of the North. They are based on the declarative principle. The authorities intend to involve ethnic communities in collection of information and to use all possible platforms for explanatory work.
