The director of the department of education of Yamal-Nenets Autonomous Okrug Marina Kravets spoke at the sitting on the Arctic and Antarctic at the Federation council with the suggestion to include the notion “nomadic education” to the federal law “On education in the Russian Federation”. In her opinion, it is necessary legislatively to define the legal status of nomadic and small schools and also legal standards regulating specifics of educational activity on places of traditional residence and economic activity of indigenous ethnic minorities.
Together with Yamal-Nenets Autonomous Okrug others regions, Nenets Autonomous Okrug, Yakutia, Krasnoyarsk Krai, Chukotka and Archangelsk Oblast, participated in the discussion.
The regional project “Nomadic School” is an alternative form of preschool education. It allowed creating conditions for education of children from among indigenous ethnic minorities of the North leading nomadic or semi-nomadic way of life. In Yamal the project has been fulfilled since 2012. In 2016 it was presented in the United Nations Organization. Now more than 200 children of tundra dwellers are covered with nomadic education, 17 kindergartens and schools work on places of nomadic camps. According to the regional department of education, more than 75 thousand schoolchildren study on the territory of Yamal, more than 9 thousand of them are from indigenous ethnic minorities of the North. 3500 of 38 thousand children of the preschool age are from indigenous ethnic minorities of the North.
