The authorities of Yamal denied the erroneous information published in some mass media that in the region it was planned to take measures on forcible decrease in the number of reindeer because of overgrazing. The biggest part of the herd — 60% — is concentrated in farms of private reindeer herders, and it is out of the question to force them to reduce the number of reindeer as their personal property. It was reported in the department of agro-industrial complex of Yamal.
The taken measures, on the contrary, are aimed at significantly increase in income of reindeer herders. Thus, on behalf of the governor of the region, since 2020 reindeer herders will receive 450 rubles per kilogram of reindeer meat of the first category delivered to slaughter complexes (the increase to today’s prices is more than twice). For reindeer herders that measure will be a good stimulus to improve quality of meat, they will be able to increase income without increase in number of livestock.
The task of the new approaches is to create economic, organizational and technical conditions that stimulate supplying of reindeer meat by farms of all forms of ownership; to strengthen control over observation of the requirements of veterinary legislation.
Five new slaughter complexes for supplying of reindeer meat appeared in the region over the past two years. Together with them the processing base of reindeer husbandry made up 11 modern facilities. Manufacturing of products of deep processing grew by 15%.
Today reindeer herders of Yamalskiy and Tazovskiy districts, where feeding supply of winter pastures is the scarcest, are actively developing new grazing territories. Thus, over the past two years the number of reindeer driven in winter by private reindeer herders from Yamalskiy district to Nadymskiy district more than doubled. Reindeer herders of Tazovskiy district use pastures of the neighboring Taimyr (Krasnoyarsk territory) for winter — those lands are classified as territories of traditional nature management and their use by reindeer herders from other regions is legally allowed.
Already this year Yamal started the experiment on fenced reindeer herding. At the expense of grant support from the regional budget the 40-kilometer-long fence was built in Nadymskiy district. In February 400 reindeer were driven behind the fence from Yamalskiy district, from where two families of reindeer herders also moved to the site of the project fulfillment. Another fence structure is being built in the south of Tazovskiy district.
The transfer of animals to fenced reindeer herding is planned by 2021. The projects are designed for three years and should show how successfully the tundra reindeer will be able to adapt to alternative conditions. If the results are positive, the practice can be extended to other areas of Yamal, which in the future will allow “unloading” tundra pastures.
As it should be reminded, the problem of shortage of reindeer pastures became acute in the region in 2016 after the outbreak of anthrax in Yamalskiy region. The plan of measures for rational use of pastures was developed to solve the problem – with consideration of recommendations of science and opinions of reindeer herders themselves.
Despite the fact that the plan is designed until 2021, it is necessary to understand that solving the problem will take very long time. Over the past three years up-to-date scientific data on the state of pastures were received (and the work is continued today), approaches to development of the branch were reviewed, new solutions were introduced. Their comprehensive use in the future should serve to stabilization of the number of reindeer in the region.
