The governor of Yamal-Nenets Autonomous Okrug Dmitriy Kobylkin participated in the conference on the theme of exploration and extraction of oil: factors of sustainable development. It was conducted by the Ministry for natural resources and ecology of the Russian Federation in the energy center of the Skolkovo Moscow School of Management.

The minister for natural resources and ecology of the Russian Federation Sergey Donskoy and also heads of some regions, chiefs of the largest domestic and foreign companies – LUKOIL, Rosneft, "Gazprom Neft", Tatneft" Bashneft, ExxonMobil Russia Inc, Shell, BP, Japan Oil, Gas and Metals National Corporation and others participated in the conference. Within the panel discussion on strategic directions of development of oil and gas branch the participants discussed basic directions of state policy on stimulation of development of the branch, study and development of the shelf, prospects of extraction of difficult reserves and non-traditional hydrocarbons, utilization of associated petroleum gas and other issues. Within the round table on basic prospects and challenges of geological prospecting the participants spoke about resource potential of Western Siberia, prospects of geological prospecting on the continental shelf of Russia, about modern technologies of geological prospecting, a role of competitive environment and significance of independent oil companies. As Sergey Donskoy notes, state policy on economic stimulation of oil and gas branch, first of all, is aimed at formation and reproduction of natural-resource potential of the country. As he underlines, solving of important issues of oil and gas sector is possible only in the mode of effective interaction between state bodies of the power, representatives of the business and the expert society. Dmitriy Kobylkin presented the documentary film about prospects and global transport and industrial projects being fulfilled in the region. As he reminds, building and input to industrial operation of the first stage of the plant on production of liquefied natural gas with capacity 5 million and 500 thousand tons per year is planned in 2017. Completion of building of the second and the third stages of the plant with increase of yearly capacities up to 16 million and 500 thousand tons is possible already in 2018. Resource base of only Tambey oil, gas, condensate field, which was prepared to industrial development, makes 3 milliard and 800 million cubic meters, what provides again created capacities on production of LNG for many tens of years, as the press-service of the governor of Yamal informs. As Dmitriy Kobylkin notes, the project is embodied by the international consortium, which includes the Russian company "NOVATEK", the French corporation "Total" and the Chinese company CNPC. Building of capacities on production of LNG on the coast of the Arctic Ocean is accompanied with creation of the large sea port of Sabetta. It provides optimal solving of the problem of transport logistics, allows using unique potential of the Northern Sea Route, decreasing distances of deliveries of liquefied natural gas. Besides, building of the sea port of Sabetta is a powerful catalyst for potential scrutinizing and assessing of the future opportunity to re-orientate a part of cargo streams from western directions to the Northern Sea Route. The head of the arctic region especially notes that fulfillment of the largest transport projects of Yamal – the Northern Latitudinal Route, development of the Northern Sea Route, building of the oil-pipeline Zapolyarye-Purpe and others - will create necessary conditions for new powerful growth of oil and gas extraction on many territories. Dmitriy Kobylkin gave a special role to the project "The Northern Latitudinal Route" and, in particular, to building of the bridge across the Ob River in the district of Salekhard, prospects of continuation of the railroad line up to the Arctic sea port of Sabetta. By the words of the governor, investors are being defined now. "The point of no-return" in fulfillment of the project has been overcome, as he underlines. The project is complicated; it is counted for many years. Therefore, it needs to create in maximum favorable conditions for investments for its effective fulfillment, and stable "rules of the game", which would allow planning work for long-term prospect up to its final completion, are necessary. And there are no doubts in success, as the governor notes.
