Dmitriy Kobylkin presented investment projects of Yamal on the international forum in Murmansk
The main event of the fifth Murmansk International Business Week – the plenary session “Arctic course” is being finished in Murmansk. The governor of the region Marina Kovtun opened it. Representatives of federal bodies of the state power, regional authorities of the Russian Federation, representatives of countries of the Arctic Council, Russian and foreign business, scientific and educational organizations, Russian and international experts are participating in the meeting. The participants discussed the new draft law “On the Arctic zone of the Russian Federation” and the role of supporting areas of complex development, creation of which was suggested in the strategic document. The governor of Yamal-Nenets Autonomous Okrug Dmitriy Kobylkin thanked the head of Murmansk Oblast Marina Kovtun for active cooperation. He presented dynamics of fulfillment of strategic investment projects in Yamal-Nenets Autonomous Okrug.
As Dmitriy Kobylkin underlines, the Energy Strategy of Russia till 2030 defines Yamal as a basic gas-extracting region of the country. But the authorities of the region see the mission of the arctic territory much wider. According to the information given by Dmitriy Kobylkin to the participants, practically one third part of strategic projects in the Arctic zone of Russia are referred to Yamal (43 of 145 projects, the list was approved by the State Commission on Arctic Development in May of 2016); and a considerable part of them is connected with creation of new oil and gas extracting centers on the Yamal peninsula, in the north-east of the region and on water areas of the Gulf of Ob. As the governor of Yamal notes, in spite of negative tendencies on the world market of hydrocarbons, the forecast on extraction of energy resources in Yamal is optimistic. With consideration of the growth of internal consumption and also with the beginning of LNG export, the amount of extraction of natural gas will increase on 6% till 2019. Also growth will be observed in oil industry in the coming three years in connection with input to operation of some extractive fields and development of pipeline transport. In 2016 oil extraction in Yamal grew for the first time during 12 years. The amount of extraction of gas condensate will increase on one third till 2019. It is important that raw materials from Yamal first are sold and only then are extracted. The head of Yamal notes that successful development of resource potential of the region directly depends on complex development of infrastructure, including within “supporting areas”. He acquainted the participants of the forum with fulfillment of the largest project in Yamal “Energy of the Arctic”, which includes construction of the Northern Latitudinal Railway and the railroad line “Bovanenkovo – Sabetta”, development of port and transport infrastructure, construction of gas transportation system from Yamal peninsula. The new Arctic transport corridor will form an approach to the Northern Sea Route and will provide round-year deliveries of Russian hydrocarbons and industrial products to markets of Europe, North America and the countries of the Asia-Pacific Region. The supporting areas are: the seaport of Sabetta and the plant “Yamal LNG”, the main gas pipeline “Bovanenkovo – Ukhta” that became a part of the unified gas transport system, the oil terminal “Vorota Arktiki”, which allows offloading hydrocarbons to Europe on the Northern Sea Route all the year round, the oil pipeline system “Zapolyarye – Purpe” that gives an approach for new fields to the unified main system of oil pipelines of “Transneft”. The total amount of investments to the key objects of the project “Energy of the Arctic” till 2020 will exceed 2 trillion rubles; the budgetary effect of allocations only on the mineral extraction tax, according to calculations, will make about 9 trillion rubles. The infrastructural project “Energy of the Arctic” will enter the transport stream of the central part of the Russian Arctic zone, and the distance of transportations on the direction “Western Siberia – European part of Russia” will be decreased on more than 700 kilometers. In the opinion of Dmitriy Kobylkin, the events of the past summer, when the outbreak of anthrax had happened in Yamalskiy district, showed big significance of transport infrastructure for providing of safety in the Arctic. Exactly the railroad line “Obskaya – Bovanenkovo” allowed quickly transporting forces and means of the ministry for defense of Russia to hard-to-reach locations of tundra to conduct the work on liquidation of consequences of the epizooty. In the conclusion of the speech the governor of Yamal underlined that the crisis phenomena did not stop development of the region but allowed opening new opportunities. As he notes, large infrastructural projects being fulfilled in the region at the present time are able to become drivers of complex socioeconomic development of many regions of the country. During years of effective work Yamal proves that it stays a reliable partner. “We value Russian and foreign investors, and from our side, without changing the rules, we create long-term and maximum comfortable conditions for fulfillment of investment projects”, as he says. Inhabitants of Yamal also can become investors of large projects in the region in 2017. The authorities took a decision to issue bonded loans for citizens of Russia, in order each person would have an opportunity to be connected to “Energy of the Arctic”. Representatives of the Ministry for economic development, the ministry for foreign affairs, heads of regions and heads of large industrial companies participated in the discussion of the role of the Russian Arctic, as the press-service of the governor of Yamal informs. As we should remind, activities of the fifth Murmansk International Business Week are directed to development of interregional and international economic cooperation, on all-sided discussion of mechanisms of socioeconomic development of arctic regions with consideration of modern tendencies and necessity in synchronizing of interregional initiatives. In total the program includes 15 activities, among which there are conferences and exhibitions, investment sessions, meetings and round tables. The following topics are being discussed: “Polar routes of the Arctic”, “Young science of the Arctic”, “Development of the Arctic shelf, step by step”, “Northern fuel and energy complex” and others. More than 3000 representatives of the power, business, science, mass media from regions of Russia and different countries became the participants of the business week.
