Dmitry Kobylkin improved his position in the National rating of governors. Now he is on the second place

The governor of Yamal Dmitry Kobylkin improved its position in the National rating of regional leaders in the first two months of 2018. He rose from the third to the second place in comparison to the final research for 2017. Leadership in the first group of the rating still is taken by the governor of Tyumen Oblast Vladimir Yakushev, the head of Belgorod Oblast Yevgeniy Savchenko moved from the second place to the fourth, behind the governor of Tula Oblast Aleksey Dyumin.

The center for informational communications “Rating” published the research on assessment of activities of the heads of regions of the Russian Federation within “The National Rating” project. Its results were received on the basis of correspondence questionnaires, extramural and intramural surveys of representatives of the expert community. A political scientist Kirill Istomin underlines the strong position of the governor of Yamal both within the region and at the federal level and also predicts their preservation in the long term, what is clearly contributed with the image of the leader-technocrat. Yamal continues to attract strategic partners that are important not only for economy but also for Russia’s foreign policy. As Kirill Istomin considers, in the current geopolitical situation, a leader, who is able to “overcome” external restrictions, to create points of attraction for foreign lobbyists is especially appreciated by the federal center. In this light Dmitry Kobylkin looks as the successful head of the subject. The political scientist underlines that the governor of Yamal remains a successful lobbyist of Yamal projects at the federal level, what was confirmed with his participation as a mentor in the contest “Leaders of Russia” strategic for the presidential administration. Also the project “The Northern Latitudinal Railway” was received for consideration by the government of Russia. As the political scientist notes, search for new growth points after the start of the first stage of the plant “Yamal LNG”, in which the President of the Russian Federation took part, was the main problem of the governor’s team. Such projects seem to have been found. And they are no less large-scale. It became known about interest of foreign investors in the next project of Yamal - the plant “Arctic LNG 2” on the Gydan peninsula. It was consistently stated about increase in the planned capacity of the plant and then about reaching of agreements with the company Saudi Aramco (Saudi Arabia) about participation in the project, as the political scientist says. Absence of scandals but also positive assessment given by experts in the course of the campaign on the election of the President of Russia in the Autonomous Okrug is an important indicator. But state of internal roads, modernization of which is traditionally one of the main requests for improvement from residents, remains the risk.
