Dmitry Kobylkin received an excellent mark in the Kremlin rating of governors

The governor of Yamal-Nenets Autonomous Okrug Dmitry Kobylkin among the seven heads of regions received “excellent” in “The Kremlin rating” of governors of the Russian Federation on the 10th of April of 2017. The results of the research were published in the magazine “Profile” (profile.ru).

The mark received in the rating is the sum of factors, on basis of which the specialists forecast probability of dismissal of a governor from office, strengthening or weakening of positions on relation to the federal center but not an index of efficiency of his work. The center for development of regional policy conducted polls of leading experts in the sphere of regional policy, including journalists, public figures, scientists, representatives of authorities and sociologists, in total more than 100 people. In addition, they considered indexes of media statistics, data of security services about the level of peace, economic indexes and insider information. The primary data are calculated on a scale in 100 points, then they are differentiated, expressed in round numbers, and at publication the result is given in the form of marks from 1 to 5, where 1 has the lowest value. Factors influencing on political situation in the region were scrutinized as additional ones. Beside Dmitry Kobylkin, among the first there are: the acting governor of the Republic of Mari El Alexander Yevstifeyev, the heads of the Chechen Republic Ramzan Kadyrov, of Zabaykalsky Krai Natalya Zhdanova, Irkutsk Oblast Sergey Levchenko, Tula Oblast Aleksey Dyumin and Chukotka Autonomous Okrug Roman Kopin. As the director of the Fund “Regional policy” Yevgeniy Zabrodin notes, Dmitry Kobylkin steadily takes leading positions among his colleagues-governors in all ratings. He personally is marked as an effective regional politician, who is able to lobby such large project as the Northern Latitudinal Railway and practically flawlessly to fulfill such event complicated from the political point of view as the Congress of the Russian Association of Indigenous Peoples of the North, Siberia and the Far East. And the region itself is marked as one of the most economically successful. Socioeconomic and socio-political stability of Yamal together with high personal and professional qualities of Dmitry Kobylkin and his team provide the basis for high marks in ratings among the expert community of Russia, as Yevgeniy Zabrodin comments.
