Ethno-linguistics: translators of animated cartoons and laws could gather under the same roof

In Salekhard a deputy of the State Duma of the Russian Federation Grigory Ledkov conducted the meeting with the public and the council of elders of the Association “Yamal is for descendants”. The participants of the meeting discussed the list of instructions from the President of the Russian Federation following the November sitting of the Presidential Council for Interethnic Relations. They outlined the idea to create a regional structure in the sphere of ethno-linguistics.

Timur Akchurin, the executive director of the Yamal Union of reindeer herders told that he had prepared letters to regional mass media about the necessity to increase the number of hours of broadcasting on radio and television in languages of indigenous ethnic minorities of the North and Komi language, as well as translation of films, animated cartoons and various programs into those languages. The representative of the public organization suggested organizing a cartoon animation studio in the region to create films and animated cartoons in native languages with involvement of children, teenagers and specialized experts.

Timur Akchurin also informed that he had suggested mass media to organize a series of TV programs in languages of indigenous peoples of the North and Komi language on legal literacy project. The TV program would tell about rights and responsibilities of reindeer herders, fishermen and hunters busy in traditional economic activity, measures of state support and types of paperwork and social assistance.

“I believe that creation of such informational and educational program in languages of indigenous ethnic minorities of the North and Komi language on radio and television will improve the legal competence of citizens from among indigenous ethnic minorities of the North, who once again will be able to learn about their rights and responsibilities”, said the executive director of the Yamal Union of reindeer herders.

He supported creation of the regional ethno-cultural center on the territory of the Autonomous Okrug that would preserve and promote traditional culture of peoples living in Yamal-Nenets Autonomous Okrug. Tasks of the center would include education of linguists and translators for translation of laws, making of sound track for films and animated cartoons in languages of indigenous ethnic minorities of the North, translating of street names, teaching in educational institutions and organizing of native language courses. According to Timur Akchurin, in the future the ethnic center can reach recoupment of expenses owing to state orders.
