Oil, the Arctic, agro-industrial complex, aviation kept Yamal at the high position

Yamal-Nenets Autonomous Okrug is among the seven regions with maximum stability, over 8 points. This is evidenced by the rating of the Petersburg policy foundation in January of 2019. The rating 8.2 remained the same in comparison to December of last year. In comparison with November it increased by 0.1 points.

The height in the rating at the beginning of this year was influenced by such positive events as signing of the additional agreement on cooperation for 2019 by the governor Dmitry Artyukhov and the president of “LUKOIL” Vagit Alekperov, coordination of forming of the working group, which will be busy with creation of the interregional scientific and educational center for study of Arctic resources, by the authorities of Khanty-Mansiysk Autonomous Okrug, Tyumen Oblast and Yamal-Nenets Autonomous Okrug, and also signing of the contract between the meat-processing complex “Payuta” and LapinNahkaOy (the province of Lapland), within which the enterprise of Yamal will deliver 5800 reindeer hides to Finland.

The list includes opening of regular flights by UVT Aero from Noviy Urengoy to Perm, Surgut and Chelyabinsk, as well as from Salekhard to Kazan, Perm and Samara, the tenth place in the rating of regions with maximum production potential (RAEX-Analytics). The “garbage reform”, which “drowned” a large number of subjects in the rating, in Yamal went relatively pain-free for population.

“It is important to understand that in such ratings at assessment of both effectiveness of the region’s authorities and stability and manageability of the region, performance indicators on several defining points are now coming to the forefront. They are, in particular, of an economic nature - such as interaction with large corporations operating in regions and major taxpayers. And here Dmitry Artyukhov is quite successful. Let us recall at least the recently signed agreement with LUKOIL. Social and political events are also of great importance. The region coped with another serious socio-political challenge — managed not to create tension around payments for disposal of solid municipal waste, did without protests, and, in principle, significantly advanced in organizing of dialogue between the authorities and the population. In addition, there are no serious intra-elite conflicts in the region, the political field is stable and there is no reason to expect management crises. And exactly such crises or rather their absence are indicators of effectiveness of the regional authorities and sustainability of the entire region”, the political scientist, the director of the regional policy foundation Yevgeniy Zabrodin said.
