Speaking about rights, meaning obligations. The legal forum is searching for balance of the Arctic development

The delegation of Yamal is working on the 6th International Arctic Legal Forum, which is taking place in Saint Petersburg. The parliamentarians and the regional authorities are participating in discussion of issues of legal support of development of specially protected natural territories in the Arctic zone of the Russian Federation.

The talk is about conducting of ecological assessment in the Arctic zone, creating of the regional ecological network, features of liquidation of accumulated damage and also about development of ecological tourism.

“We know that development of oil and gas fields in the Arctic zone brings risks of destruction of ecosystems and significant environmental damage. It is possible to preserve fragile arctic nature only by preventive measures. We already see how many efforts were taken for cleaning of Beliy Island. At development of extractive fields the talk is about the bigger territory. In order to fulfill full-scale restoration operations it is necessary, for example, to create financial foundations and other instruments. I think that the problem should be solved not only at the expense of the state but also of companies subsoil users”, as a deputy of the Yamal parliament Yelena Laptander commented.

Also the participants of the forum are discussing issues of education of high-qualified personnel for work in arctic conditions, ecological issues and legal regulation of responsible subsoil use and further development of resources in the circumpolar area.

As we should remind, the sixth forum in Saint Petersburg is organized by the government of Yamal-Nenets Autonomous Okrug together with the Ministry of natural resources and ecology of the Russian Federation and the Institute of Legislation and Comparative Law under the Government of the Russian Federation. The aim of the event is in extension of circumpolar cooperation, strengthening of international and interregional interaction in legal sphere for elaboration of unified legal approaches to general problems of the North.
