The first reindeer-herding peasant farm holding created in Yamal can receive not one but two subsidies

The first peasant farm holding appeared in reindeer husbandry of Yamal. It was registered by Roman Okotetto from Yamalskiy district. On the 7th of February he informed journalists that he had received documents. Roman Okotetto is from the northernmost settlement of the Yamal peninsula – Seyakha. Before creation of the peasant farm holding he worked in the community “Ilebts”. Now the holding will include three families and about 1200 reindeer.

According to him, they want to create additional working places and to receive good state support. They would like to have the opportunity for purchase of snowmobiles, fuel. Peasant farm holdings have bigger number of opportunities.

Now the farmer-novice has hope to won the grant for development of the holding and purchase of reindeer for these funds.

The head of the directorate on development of rural territories of Yamal-Nenets Autonomous Okrug Dmitry Shmelyov calls the peasant farm holding of Roman Okotetto “the first sign” that appeared in the result of joint work of the department of agro-industrial complex, the directorate and the reindeer herder. As Dmitry Shmelyov reminds, the biggest reindeer herd is pastured in Yamal, and its bigger part is concentrated in hands of private reindeer herders. But at the present time the federal legislation does not have such notion as “a private reindeer herder”. And this category does not receive state support available for a commodity producer.

“At change of the status of a private reindeer herder, his transfer to a peasant farm holding, he automatically becomes a commodity producer, who has the right to receive absolutely all measures of state support being provided in Yamal”. - Dmitry Shmelyov explained. – “This is, first, a subsidy for maintenance of reindeer, which is paid on the principle of co-financing through the Ministry of agriculture and the budget of Yamal-Nenets Autonomous Okrug. The second subsidy is for meat production. Becoming a commodity producer, a peasant farm holding gets the right to receive all these funds”.

According to Dmitry Shmelyov, transfer to the form of a peasant farm holding is development of agriculture in Yamal-Nenets Autonomous Okrug. It will allow private reindeer herders to become full participants in all economic relations appearing in the branch. In addition, development of agricultural industry will contribute to improvement of the general standard of living on rural areas. The head of the directorate hopes that experience of Roman Okotetto will be positive, and many people will follow this path.

As for the grant, it is provided on the competitive basis, and it must be won. It is so-called “agro-startup” developed by the Ministry of agriculture. It foresees financing from federal and regional budgets. While the rules of the game for this grant are not fully defined, the Ministry of agriculture reports that by the end of February these rules will be developed, the grant amount makes up to 3 million rubles, but the sum has not been approved yet.
