The governor of Yamal-Nenets Autonomous Okrug headed the efficiency rating among heads of Russian regions
The Civil Society Development Foundation informs that the governor of Yamal-Nenets Autonomous Okrug Dmitriy Kobylkin kept his leading position in the second efficiency rating of governors during three months. It was conducted by the Civil Society Development Foundation.
The five leading positions are taken by the governors of Yamal and Kaluga Oblast, the head of Tatarstan, the governors of Kemerovo Oblast and Belgorod Oblast. ITAR-TASS reminds that the first rating was presented in the end of January, 2014. The final data were divided into 4 groups, depending on points received by the governors: very high rating (more than 75 points), high (from 65 to 75), average (50-65 points) and lower than average (less than 50). The first group of the new rating includes 21 governors, the second – 25 governors, the third – 24 governors and the fourth – 7 governors. 5 leading positions are taken by the head of Yamal-Nenets Autonomous Okrug Dmitriy Kobylkin (95 points), the governor of Kaluga Oblast Anatoly Artamonov (93 points), the head of Tatarstan Rustam Minnikhanov (93 points), the governor of Kemerovo Oblast Aman Tuleyev (93 points) and the head of Belgorod Oblast Yevgeniy Savchenko (91 points). Distribution of the governors into the groups was conducted on the basis of the research "Geo-rating" of the "Public Opinion" Foundation, characteristic of economic situation in regions on materials of the Russian Federal State Statistics Service, index of media-effectiveness calculated in the National Monitoring Service, expert evaluations and results of the rating of social wellbeing of Russian regions published by the Civil Society Development Foundation.
