The Northern Latitudinal Railway. Everything is ready to the beginning of construction of the railroad line and the bridges

In Moscow the acting governor of Yamal-Nenets Autonomous Okrug Dmitry Artyukhov and the head of “Russian Railways” Oleg Belozyorov discussed issues of preparation for fulfillment of the project “The Northern Latitudinal Railway”.

It was noted that all the documents necessary for the start of construction of the Northern Latitudinal Railway had been sent to the government of the Russian Federation. Now they are passing through approval by the involved departments. Also readiness to start building activities immediately after signing of the relevant order of the Russian government and the conclusion of the concession agreement was confirmed. More than 350 km of the railroad line, the bridges across the Ob River and the Nadym River will be built within the concession. Construction of the Northern Latitudinal Railway is planned for the period from 2018 to 2023. The forecasted amount of traffic makes 23 million and 900 thousand tonnes (mainly gas condensate and oil cargoes). The Northern Latitudinal Railway will be fulfilled on the principles of public-private partnership in the form of the concession. In the world practice this is the most progressive form of implementation of such large capital-intensive projects, which allows providing financing and rationally distributing risks between the participants. Within its investment program the company “Russian Railways” will fulfill reconstruction of adjoining sections of the Northern Railway “Konosha - Kotlas - Choum – Labytnangi”, including the Obskaya railroad station, as well as the railroad line of the Sverdlovsk Railway “Pangody - Noviy Urengoy – Korotchayevo”. According to the press-service of the governor of Yamal, the company “Gazprom” will provide completion of building and commissioning of the own railroad line “Nadym – Pangody” (104 km). Under the concession agreement the special project company (SPC Concessionaire) will provide financing, building and operating of the line “Obskaya - Salekhard – Nadym”. The railroad part of the bridges across the Ob River and the Nadym River and approaches to them will be built, as well as a new railroad section “Salekhard – Nadym” with the length 353 kilometers. The government of the region will be the investor of construction of the motor road part of the bridge across the Ob River and will provide necessary project documentation. Yamal-Nenets Autonomous Okrug will provide the federal property with land plots necessary for construction of the route and will provide builders with access to water objects and forest plots, also the property tax benefits.
