The regional council on scientific, technical and innovative policy took place in Gubkinskiy

The council on state scientific, technical and innovative policy under leadership of the governor of Yamal-Nenets Autonomous Okrug took place in the town Gubkinskiy in the regional innovative and technological center "Start". Development of innovative infrastructure in the region became the main theme of discussion.

As Dmitriy Kobylkin notes, development of new branches and productions, decrease of economic dependence, increase of competitiveness of the region and, finally, effectiveness of socioeconomic development of the territory in general depend today on the vector, tempos and efficiency of development of innovative infrastructure. As he underlines, Yamal needs the integrated program on development of innovative infrastructure, it will secure populated areas from the destiny of mono-towns. Dmitriy Kobylkin focused attention of the participants of the council on so that all scientific elaborations should find practical use. Road builders, agro-industrial complex and other spheres should be interested in them. Within coming 10 years the amount of building in the region should grow, and new elaborations in production of building materials should be inculcated for this. The governor recommended bringing development of innovative infrastructure into the strategy of socioeconomic development of the region. As we should remind, the strategy of socioeconomic development of Yamal-Nenets Autonomous Okrug till 2020 foresees creation of technological parks, experimental platforms. On their basis it is planned to test new machinery and also bring scientific elaborations up to industrial samples and serial production. It needs to create such technological parks in all towns of Yamal. It is supposed that in the prospect more than 140 small and medium-size companies working in the sphere of energy, building, bio-technologies, IT-technologies, medicine, forestry and food industry will become customers of technological parks. Owing to the project, more than 1000 new working places will be created till 2020. More than 150 thousand square meters of offices, production and laboratory buildings will be under management of technological parks. Special business environment assisting to creative and innovative activity will be created for companies renting space there. Three technological parks exist now: the innovative and technological center "Start" in Gubkinskiy, the innovative and technological center "The technological park Yamal" in Noviy Urengoy with the branch in Nadym, the autonomic establishment of Yamal-Nenets Autonomous Okrug "The regional technological park Yamal" in Salekhard. Besides, innovative infrastructure of the region includes the center for inculcation of innovative technologies of rehabilitation in Noviy Urengoy, the managing company of the town business-incubator in Muravlenko, the regional innovative and investment fund "Yamal" and the Chamber of Commerce and Industry of Yamal-Nenets Autonomous Okrug. Besides, the regional public organization "Rationalizers and inventors of Yamal" and "Yamal-Nenets Union of consumer communities" are busy with innovative activity. A deputy governor, the director of the department of international and external economic relations of Yamal-Nenets Autonomous Okrug Alexander Mazharov, the director of the department on science and innovations of Yamal-Nenets Autonomous Okrug Andrey Denisyuk, the chief of the innovative and technological center "Start" Igor Ganus and other chiefs of technological parks from Salekhard, Noviy Urengoy and Muravlenko spoke on their reports within the sitting. According to information given to IA "Sever-Press" in the press-service of the governor of Yamal, they told about prospects of development of innovative infrastructure in Yamal. As it is noted by Dmitriy Kobylkin in the conclusion of the sitting, in his Annual Message the President of Russia marked the necessity to stimulate regions in development of their economic base, in creation of new productions and working places. According to the suggestion of the head of the state, if a region allocates its funds to creation of industrial and technological parks, business-incubators, then additional federal taxes, which during three years will be received from enterprises placed there, should be returned to this subject in the form of inter-budgetary transfers. The governor considers that the region has all funds and forces in order to use these initiatives.
