The register of indigenous peoples will be established soon

The draft law on identification of belonging to indigenous ethnic minorities, creation of the so-called register - electronic registration, entered final straight. It was approved in all regions of the Russian Federation, received a lot of positive comments, it was coordinated by all ministries and departments, majority of issues was removed. Only specialized issues of the Ministry of finance and the Ministry of communication on the exact amount of financing for creation and maintenance of the register, protection of databases are being worked out and will be solved in the near future. On the 30th of January a deputy of the State Duma of the Russian Federation, the president of the Association of Indigenous Peoples of the North, Siberia and the Far East Grigory Ledkov gave this information in the press center of the news agency “Sever-Press”.

“For us issues of creation of the register will serve as a lever for solving issues on unhindered priority access of indigenous peoples leading traditional way of life to water and animal bio-resources for providing of life activity”, - Grigory Ledkov explained. - “In other words, they would be able not only to eat but also to achieve the minimum standard of living. In order a person can exchange his goods and provide his family with everything necessary”.

The deputy is sure that the federal bodies of the state power working in Yamal in the sphere of protection of biological resources should be ready to entry of the new law into force already today. In his opinion, it is time to get used to the fact that fishermen are on their traditional places and have the state preference. Moreover, Yamal has its own register, which became the basis of state registration of indigenous peoples on its own example. It is necessary to start dialogue between the regional authorities and the federal authorities to develop local rules, in order not to waste time.

According Grigory Ledkov, the State Duma established the interdepartmental working group, which included representatives of Rosrybolovstvo (the Federal Agency for fishery), the Border Service of the Federal Security Service, the Ministry of agriculture, the Federal Agency for affairs of nationalities, senators, deputies, experts. They are ready to start developing regulations of fishery in the light of the future register of indigenous peoples in order to prepare these regulations at the federal level, because the issue will be aroused already tomorrow. According to Grigory Ledkov, none of the specialized agencies refused, they gladly joined the group. The first sitting will take place on the 6th of February.

Also the initiators of the draft law were included to the council on hunting under the Ministry of natural resources, which develops the concept of preservation of hunting resources. Representatives of the Association, regional experts will speak on their suggestions.

“Thus, we shall participate in development of specialized ministerial normative acts, on which we live - hunt and fish”, Grigory Ledkov concluded.
