Yamal and “Russian Railways” discussed fulfillment of the project on building of the Northern Latitudinal Railway

In Moscow on the 22nd of September within the working meeting the governor of Yamal-Nenets Autonomous Okrug Dmitriy Kobylkin and the president of the company “Russian Railways” Oleg Belozyorov discussed issues on fulfillment of the project on building of the Northern Latitudinal Railway important for Yamal and the country.

Besides, they scrutinized the project of the agreement between “Russian Railways” and the government of Yamal, in which they will write obligations and rights of the sides, tempos and specifics of building of the Northern Latitudinal Railway on all its parts. As the press-service of the governor of Yamal informs, the representatives of the region and “Russian Railways” defined concrete joint actions on fulfillment of this project. As we should note, such strategic important initiatives as creation and exploitation of the new railroad line of non-public use “Bovanenkovo – Sabetta”, creation and exploitation of the Northern Latitudinal Railway, by the suggestion of Yamal, were included to the working version of the list of priority projects being fulfilled on the territory of the Arctic zone of the Russian Federation. According to the decree of the government of the Russian Federation, in March of 2016 the bridge across the Ob River – as an object of the Northern Latitudinal Railway – was included into the list of large projects with state participation. The Federal Agency for Railway Transport informed the government of Yamal-Nenets Autonomous Okrug about preparation of budget elaborations for 2017-2019 on financing of the object at expenses of the federal budget with consideration of providing of fulfillment of the project within the planned terms. As the governor of Yamal Dmitriy Kobylkin notes, the Northern Latitudinal Railway is a very complicated and serious project. It is necessary to the country and the people of Yamal. In his comments Dmitriy Kobylkin notes that from its side the region does the best for fulfillment of the project. Thus, real suggestions on investments were formed: the region is ready to co-finance building of the bridge across the Ob River in the sum more than 2 milliard rubles in 2017 and in the planned period. “Russian Railways” also confirmed intentions on fulfillment of the strategic project. Oleg Belozyorov made an accent on significance and necessity of the project for Russia. The sides are sure that the meeting will assist to acceleration of solving of practical issues in building. As we should note, building of the Northern Latitudinal Railway “Obskaya – Salekhard - Nadym – Pangody – Noviy Urengoy – Korotchayevo” is an important condition of transport support of development of the richest extractive fields in the Northern Urals. The project allows forming strategically important transport area supplementing the Trans-Siberian Railway with the potential of approach to the Arctic. Fulfillment of the project is based on guaranteed cargo base of railroad transportations confirmed by cargo owners. At the present time there is confirmation on the planned transportations on the Northern Latitudinal Railway in the amount about 25 million tons per year. As we should remind, the Arctic transport corridor includes 6 components. The first component is the bridge across the Nadym River. The motor-road bridge passage was input to operation in September 2015. The second component is the linear part of the Northern Latitudinal Railway from Nadym to Salekhard, there is a project and agreements with interested sides. The third component is the bridge across the Ob River in the district of Salekhard. The project was elaborated; the positive conclusion of GlavGosEkspertiza of Russia (the State Expert Evaluation Department) was received. The fourth component is the route from the station Obskaya to the station Bovanenkovo, which is the final point of the railroad built by Gazprom in the beginning of this century for development of Bovanenkovo field. The fifth component is a part of the railroad line from Bovanenkovo to the seaport of Sabetta, the project have been already developed. The sixth component is the port of Sabetta that opens the way for the whole Russia to the World Ocean. It already provides a half of the whole cargo turnover of the Northern Sea Route. The governor of Yamal Dmitriy Kobylkin focuses attention on so that the Arctic transport corridor will open the shortest approach to the Northern Sea Route for the country, will increase transport safety of Russia, will provide timely and full-scale fulfillment of the state Strategy on development of the Arctic zone of the Russian Federation, securely will provide geopolitical and macroeconomic positions of the country in the Arctic.
