All the terms for financing of modernization of the airport in Noviy Urengoy were coordinated

The agreement on the general terms for financing of the project on modernization of the airport in Noviy Urengoy was signed in Vladivostok within the 5th Eastern Economic Forum. The document was signed by the director general of the company “Airports of Regions” Yevgeniy Chudnovskiy, the first deputy chairman of VEB.RF Nikolay Tsekhomsky, the executive director of the Far East Development Fund Aleksey Davidov and the deputy chairman of the management board of Gazprombank Aleksey Belous. This information was given to the news agency “Sever-Press” in the press-service of the airport of Noviy Urengoy.

“The project on modernization of the airport in Noviy Urengoy is strategic for the region. The new airport will be the central element of transport infrastructure, which is necessary for development of economy of Yamal. The agreement signed today stipulates all the basic parameters for financing of the project, what creates the solid basis for its successful implementation”, Yevgeniy Chudnovskiy said.

Nikolay Tsekhomsky notes that financing of infrastructure, including modernization of major hub airports, as well as construction and reconstruction of terminals, is one of the key tasks of the development institution.

“Several aims intersect for us in this direction: development of infrastructure, improvement of quality of town-dwellers’ life, development of agglomerations and regional connections, and the task set in the Comprehensive plan on modernization and expansion of main infrastructure is to fulfill up to 50% of domestic passenger traffic, without entering Moscow. The new passenger terminal will improve quality of passenger servicing and will allow increasing capacity of the airport”, he explained.

Gazprombank acted as the financial consultant on the project at the stage of preparation of the competitive application during the concession contest and also during the commercial closure at the stage of discussion of the terms of the concession agreement. According to Aleksey Belous, signing of the credit contract and opening of financing will become the result of signing of the agreement.

As it should be reminded, modernization of the airport in Noviy Urengoy is the first project in Russia for development of airport infrastructure being implemented under the law on concession agreements. The corresponding agreement was signed on the 14th of March of 2018 in Salekhard between the government of Yamal-Nenets Autonomous Okrug and “Airports of Regions”. The term of the agreement is 30 years, of which 3.5 years will be spent for the investment phase. Previously the company “UrengoyAeroInvest” (part of the holding “Airports of Regions”) was declared the winner of the investment contest, and in September of the same year the company started operational management of the airport. The new passenger terminal of the airport in Noviy Urengoy with the area of about 18 thousand square meters will be equipped with three telescopic ladders and 12 check-in desks at the first stage. Its carrying capacity will make 840 passengers per hour and 1 million 450 thousand passengers per year. Full reconstruction of a runway, taxiways will be conducted, and a new apron will be built. All operations on construction and reconstruction of the objects will be fulfilled without stopping of operational activities of the airport. It is planned to complete the modernization project of the airport in Noviy Urengoy till the end of 2021. The total cost of the project exceeds 10 milliard rubles.
